Temporary Residence Declaration for Foreigners in Vietnam (Form NA17)

Vietnamese law requires the person managing the accommodation — hotel, serviced apartment, company housing or a private landlord — to declare every foreign guest to the local police. The foreigner does not file it personally, but suffers the consequences if it is missing: extension and residence card applications are routinely rejected without a valid declaration.

Who declares, and when

  • Hotels and licensed accommodation: through the online declaration portal, as soon as the guest checks in
  • Private landlords and companies housing staff: online, or in person at the commune or ward police office
  • Since the two-tier local government model, district-level police no longer receive these declarations

Form NA17

The paper form is NA17, updated from 1 July 2026 under Circular 70/2026/TT-BCA. Online declaration is faster and produces a record you can print for immigration files.

Information required

  • Full name, date of birth, nationality, passport number as printed
  • Visa or residence card number and validity
  • Exact address of the stay and the check-in and check-out dates

Why it matters for your next application

A visa extension or residence card file normally includes proof of temporary residence declaration. If the landlord never filed it, the application stalls at exactly the wrong moment — a week before expiry. Check this at the start of the process, not at the end.
