Form NA17 is the temporary residence declaration for foreigners. It is completed by the hotel, guesthouse, landlord or family hosting the foreigner and sent to the commune/ward police where the foreigner stays. The new version was issued with Circular 70/2026/TT-BCA. The declaration can also be made online instead of on paper.

Which language to fill in: This official form exists only in Vietnamese and must be completed in Vietnamese (foreigners' names in CAPITAL LETTERS as in the passport). This guide explains each field in English so you or your company can fill it in correctly – a translated form will not be accepted.

Supporting documents and where to submit
- Declare within 12 hours of the foreigner's arrival (24 hours in remote areas).
- Submit to the commune/ward police where the foreigner stays.
- Bring the foreigner's passport for checking.
Common mistakes that get applications returned
- Visa type, number and validity not filled in column (3).
- Wrong entry date (check the latest entry stamp).
- Not re-declaring when the foreigner extends the visa or moves.
