Foreigners staying in Ho Chi Minh City – including former Binh Duong and Ba Ria – Vung Tau provinces, merged into HCMC on 1 July 2025 – must be declared for temporary residence within 12 hours of arrival. Hotels, landlords, host families and companies declare on the nationwide Ministry of Public Security system tbltkbtt.bocongan.gov.vn (app TBLT KBTT), with accounts managed by HCMC police. The HCMC Immigration Office has three reception points: 196 Nguyen Thi Minh Khai (Xuan Hoa Ward), Thu Dau Mot and Ba Ria. Temporary residence declaration in HCMC: who declares, and when?
The obligation lies with the place where the foreigner stays: hotels, serviced apartments, homestays, landlords of apartments or houses, households hosting a foreign spouse or relative, and companies providing housing or dormitories for foreign staff. The deadline is 12 hours after arrival; each move to a new address requires a new declaration.
In HCMC many foreigners rent in Thu Duc, Binh Thanh, Phu My Hung and the Saigon – Ben Thanh centre; former Binh Duong has many experts working in the industrial parks of Thu Dau Mot, Di An, Thuan An and Ben Cat; former Ba Ria – Vung Tau has oil, gas and port specialists in Vung Tau and Phu My. Wherever you are, landlords and companies declare on the same system.
