Form NA9 is the application for (re)issuing a visa exemption certificate for overseas Vietnamese and for foreigners who are the spouse or child of a Vietnamese citizen or of a person of Vietnamese origin. The new version was issued with Circular 70/2026/TT-BCA and applies from 1 July 2026.

- People of Vietnamese origin holding a foreign passport.
- Foreigners who are the spouse or child of a Vietnamese citizen or of a person of Vietnamese origin.

Which language to fill in: This is the official bilingual Vietnamese–English form. Fill it in in English or Vietnamese, in CAPITAL LETTERS, with names exactly as in the passport. Do not translate the form into another language – only the official form is accepted.

Supporting documents and where to submit
- One form per person, with the passport.
- Two 4×6 cm photos, white background.
- A copy of one supporting document: birth certificate, marriage certificate, expired Vietnamese passport, ID card, household register…
- Submit at a Vietnamese embassy/consulate abroad or at the Immigration Department.
Common mistakes that get applications returned
- Supporting documents in a foreign language, not translated or legalised.
- Passport validity too short.
