Consular services for Filipino citizens

According to the embassy website and the DFA, the mission is organised into:

  • Consular Section – receives and releases consular applications in the windows above; the site carries a specific notice on authenticating apostilled documents.
  • Assistance to Nationals – help for workers in difficulty, accident victims, detainees and repatriation cases; the after-hours duty line belongs here.
  • Overseas voting – the embassy publishes the certified list of registered overseas voters.
  • Visa Section – Philippine visas for Vietnamese citizens and foreign residents of Vietnam.

Detailed requirements (e-passport renewal, notarials, civil registration, dual citizenship) are on sub-pages we could not access – check the website before preparing a file.

What to know before you visit

  • Watch the clock: applications are accepted only until 14:00, and the afternoon is mainly for releasing. Arriving late usually means coming back another day.
  • Many visitors report that the phone line is hard to get through and that emails sometimes only trigger an automatic reply. Email early, state your flight date, and for urgent matters go in person during receiving hours.
  • The guard at the gate speaks little English – say clearly which section you need and carry printed documents.
  • Bring your Philippine passport (and old ones), Vietnamese visa or residence card, copies and photos as required.
  • The embassy closes on Vietnamese and Philippine public holidays (such as Independence Day, 12 June).

What foreigners typically need help with

Vietnam has a large Filipino community – English teachers, engineers, hospitality staff and their families. Typical situations:

Passport lost or stolen. Get a police report from the ward police, then contact Assistance to Nationals for a travel document or guidance on a new passport. You will then need a new visa or exit clearance from Vietnam Immigration, since your visa was in the lost passport.

Renewing while working in Vietnam. Your work permit, LD visa and temporary residence card show the old passport number. After renewal, transfer the visa/TRC to the new passport and ask your employer to update the work permit. On a short-term visa, arrange a visa extension or a new e-visa.

Marrying a Vietnamese citizen. Vietnam asks for proof of capacity to marry or marital status; Philippine-issued papers need an apostille and a notarised translation.

Work permits. Degrees, TEFL certificates and NBI clearances must be apostilled by the DFA in the Philippines before Vietnamese authorities accept them.

Help with Philippine passports in Vietnam

We could not open the embassy’s passport page to verify the current process (appointments, biometric capture, release times). Check the embassy website or Facebook notices, or email the Consular Section. If a new passport cannot be issued in time, Assistance to Nationals can advise on emergency travel documents.

Info Travel assists within what the embassy allows: preparing the file and photos, translating Vietnamese documents (marriage certificate, a child’s birth certificate), and advising on directions and the best time to arrive. Once you have the new passport, we transfer your visa or residence card, or arrange a new visa or exit procedures. Applicants always attend in person for biometrics.

Consular legalisation, MOFA/DOFA certification and certified translation

The Philippines has been party to the Apostille Convention since 14 May 2019. Vietnam acceded on 31 December 2025, in force from 11 September 2026 (HCCH status table), and the Philippines did not object. Apostille is therefore the main route; consular legalisation is a fallback when a recipient still insists or a document falls outside the Convention. Read apostille vs consular legalisation.

a) Philippine documents for Vietnam (PSA birth/marriage certificates, CENOMAR, NBI clearance, diplomas): apostille from the DFA Office of Consular Affairs in the Philippines, then a notarised Vietnamese translation. Fallback: legalisation at the Vietnamese embassy in Manila, or certification by the Philippine Embassy in Hanoi (if offered) followed by legalisation at the Consular Department (MOFA) or the HCMC Department of Foreign Affairs – unless exempted under an international treaty.

b) Vietnamese documents for the Philippines: apostille at the Consular Department in Hanoi or the HCMC Department of Foreign Affairs, with a notarised English translation.

Info Travel handles everything: translation, notarisation, apostille or MOFA/DOFA stamps, and submission/collection at the embassy when needed. See our consular legalisation service; quotes on WhatsApp.

Details: Consulate General of the Philippines in Ho Chi Minh City.
