- Dutch passports and ID cards (online booking, one slot per document).
- Emergency travel documents – request by email to hcm-ca@minbuza.nl.
- Legalisation of a signature or of an ID copy; certificate of life.
- Certificates of marital status, capacity to marry and residence (by email, no appointment); Dutch nationality certificates.
- Naturalisation and the option procedure.
- Civic integration exam abroad – HCMC only, registration via hcm-ca@minbuza.nl.
- MVV visas after an IND decision; Schengen and Caribbean visas via VFS Global.
What to know before you go
Saigon Tower is a commercial office building, so expect to show ID at the lobby desk before going up to the 9th floor. Arrive 10–15 minutes early.
- Book through the Vietnam appointment page – walk-ins are not served.
- Bring all current and old passports/ID cards, the signed form, your checklist and proof of legal stay in Vietnam (valid visa or residence card).
- Vietnamese documents must be apostilled/legalised and, unless in Dutch, English, German or French, translated by a sworn translator.
- The post closes on Vietnamese public holidays and some Dutch ones – check the closing-days page or call first.
- Collection needs no appointment, but official pages quote different collection times, so confirm beforehand.
- The phone line has a long automated message and staff often refer callers to NetherlandsWorldwide; read the relevant procedure page first so your question is specific.
- Schengen/Dutch visas are applied for through VFS Global, not at the counter; if you collect an MVV sticker at the consulate, do not expect advice on the next steps in the Netherlands (municipal registration, IND) – check the IND website instead.
- Dutch documents such as diplomas must be apostilled in the Netherlands – the consulate does not legalise them – so sort this out before you come to Vietnam.
Common reasons foreigners contact the Consulate-General
Most Dutch residents of HCMC and the surrounding southern provinces come to Saigon Tower for one of these:
- Lost or stolen passport: get a police report from the ward police, email for an emergency travel document or book a new passport, then obtain a new visa or complete the exit procedures because the old visa was in the lost passport.
- Passport expiring while holding a residence card: renew the passport, then transfer the temporary residence card or visa to it at the immigration office.
- Marrying a Vietnamese citizen or registering a birth: you will need a certificate of capacity to marry, certified Vietnamese birth records and a notarised translation.
- Work permits: Dutch criminal records and diplomas need an apostille and a notarised Vietnamese translation.
- Powers of attorney for use in the Netherlands: signature legalisation by appointment.
Tourists asking about a visa extension or the Vietnam e-visa should know these are Vietnamese procedures; Info Travel can handle them directly.
Help with Dutch passport applications in Vietnam
The HCMC Consulate-General accepts passport and ID card applications. Applicants, children included, must attend in person for biometrics, and minors need a signed parental consent declaration with a copy of the absent parent’s ID. You don’t have to surrender your old passport when applying; it is handed in when you collect the new one.
Info Travel’s office in Ben Thanh Ward is a few minutes from Saigon Tower. We help with booking, checklist review, photos, translation and certification of Vietnamese supporting papers, and after the new passport is issued we transfer your visa or residence card, apply for a new visa or arrange exit formalities. All help stays within what the Consulate-General permits – we cannot attend on your behalf.
Consular legalisation, certification (MOFA / HCMC External Relations stamps) and notarised translation
The Apostille Convention has applied to Vietnam since 11 September 2026 (accession 31 December 2025). The Netherlands did not object, so documents between the two countries use an apostille instead of multi-step consular legalisation. More on apostille vs consular legalisation.
a) Dutch documents for use in Vietnam: apostille in the Netherlands, then a Vietnamese notarised translation. If a Vietnamese authority still asks for the traditional route, use the Vietnamese mission in the Netherlands, or have a signature legalised at the Dutch Consulate-General and then at the HCMC Department of External Relations or the Consular Department in Hanoi – unless exempted under an international treaty.
b) Vietnamese documents for use in the Netherlands: the Vietnamese Ministry of Foreign Affairs issues the apostille; translations must be by a sworn translator (if translated in Vietnam, the translation is apostilled too). The Dutch Consulate-General does not add a further legalisation.
Info Travel handles everything end to end: translation, notarisation, apostille or consular certification, and collection. See our consular legalisation service; quotes on WhatsApp +84327828822.
Dutch Embassy in Hanoi
In the north, Dutch nationals book at the embassy on the 7th floor of BIDV Tower, 194 Tran Quang Khai. Details: Embassy of the Netherlands in Hanoi.
