Consular services for Indian citizens

The embassy’s “Consular Services & Fees” and “Passport Services & Fees” pages list the following for Indian nationals:

  • Passport reissue (validity under one year, pages exhausted, change of particulars) and replacement of lost or damaged passports.
  • Emergency Certificates for a one-way journey to India.
  • Police Clearance Certificates (about 15 working days).
  • Birth registration and birth certificates (about 2 working days).
  • Marriage registration under the Foreign Marriage Act 1969.
  • Affidavits and powers of attorney (about 3 working days).
  • Attestation of personal, educational and commercial documents – accepted only after an interview with the applicant.
  • OCI cards (new, re-issue, PIO conversion) and Indian visas for foreign nationals.

Fees are paid by online bank transfer in VND; cash is accepted only in special cases.

What to know before you visit

  • Apply online first: passport, Emergency Certificate and PCC applications are filed on the Passport Seva portal (select “Vietnam-Hanoi”), then printed, signed and photo-affixed; other services can be booked through the embassy’s online appointment page.
  • Arrive within 09:30–12:30 with your original passport plus copies of the bio-data pages and your Vietnamese visa page.
  • ICAO photos: colour, white background, no glasses, face filling 80–85% of the frame – non-compliant photos are a common reason for rejection.
  • Closures: weekends and notified Indian and Vietnamese holidays.
  • After-hours emergencies: +84 913 089 165.
  • Every service needs a booking: visitors note that even attestation and PCC visits require an appointment made on the embassy website – do not just turn up.
  • Simple attestations can be same-day: with a complete file, attestation is often returned within a few hours, so arrive early in the morning window.
  • A damaged passport counts as unusable: a water-damaged or torn passport may be refused for travel. Contact the consular section quickly for the fastest option (Emergency Certificate or reissue), then sort out the Vietnamese visa or exit formalities.

What foreigners typically need help with at the embassy

In practice, requests from Indian nationals in Vietnam revolve around passports and documents. A few typical scenarios:

  • Passport lost while travelling: get a police loss report where it happened → contact the embassy for an emergency travel document or replacement passport → obtain a new visa or exit visa from the Immigration Department before heading to the airport. See exit procedures for foreigners.
  • Less than six months of passport validity: get the new passport, then transfer your visa or temporary residence card; if you need to stay longer, add a visa extension.
  • Getting married or acknowledging a child in Vietnam: prepare a certificate of marital status, birth certificate and passport copies with legalisation and a Vietnamese translation.
  • Applying for a work permit: degrees, criminal record checks and experience letters must be legalised before filing.
  • Signing powers of attorney or statements for authorities at home: these often have to be signed before a consular officer.
  • OCI holders and people of Indian origin: an OCI card processed through the embassy takes about 50 working days – plan ahead if you need to travel to India.

If you simply need to come back to Vietnam after a short trip, look at the Vietnam e-visa options.

Getting an Indian passport in Vietnam

The Embassy of India in Hanoi accepts passport reissue applications directly. The process: apply online on Passport Seva → upload photo and signature → print the form and sign it in blue or black ballpoint → book an appointment and submit the hard copy at the embassy (children under 5 need not attend). Normal processing is about three weeks from the hard-copy submission date, and the embassy calls or emails when the passport is ready. A lost passport requires a copy of the police report; a passport expired for more than six months needs an explanatory affidavit.

Info Travel helps Indian nationals with everything around the application: booking the appointment, explaining the form, compliant photos, translating supporting documents, and directions or accompaniment on the day. Once the new passport is issued we transfer your visa or temporary residence card to it, or handle exit formalities if you are leaving Vietnam.

Please note: applicants normally have to attend in person for fingerprints, photo and signature. Info Travel assists only within what the mission permits and never submits on your behalf where personal attendance is required.

Consular legalisation, MOFA / Department of Foreign Affairs certification and notarised translation

Vietnam has acceded to the Apostille Convention (accession deposited 31 December 2025, in force from 11 September 2026). India has long been a Contracting State and did not object to Vietnam’s accession, so from 11 September 2026 the apostille is the main route; the old attestation-and-legalisation chain is a fallback for offices that still ask for it.

a) Indian documents for use in Vietnam (degrees, birth certificates, company papers…): obtain an apostille from India’s Ministry of External Affairs (MEA) – usually after verification by the issuing body or state authority – and add a notarised Vietnamese translation; the document can then be filed in Vietnam. Fallback: MEA attestation and legalisation at the Embassy of Vietnam in New Delhi, or MEA attestation, attestation at the Indian Embassy in Hanoi and legalisation at the Consular Department of Vietnam’s Ministry of Foreign Affairs (or the HCMC Department of Foreign Affairs), unless an international treaty provides an exemption.

b) Vietnamese documents for use in India: get an apostille from the Consular Department (Hanoi) or the HCMC Department of Foreign Affairs, with a certified English translation for Vietnamese-language documents. If an Indian authority still wants embassy attestation, the former process applies: Consular Department certification first, then attestation at the embassy (about 3 working days, with an interview).

Every step – notarised translation, the apostille or the Consular Department / HCMC Department of Foreign Affairs stamp, filing at the Indian mission and collecting the result – can be handled by Info Travel within what the authorities allow. Frequently asked questions

What are the consular hours of the Indian Embassy in Hanoi?

The consular and visa counter works Monday to Friday 09:30–12:30 by appointment. The embassy itself is open until 17:30, but consular applications are not taken in the afternoon.

How long does an Indian passport reissue take in Hanoi?

About three weeks under normal circumstances, counted from the day you submit the hard copy at the embassy – not from the online application date.

I live in Da Nang – which mission do I use?

Da Nang is not on the Consulate General’s list of 12 southern provinces/cities, so it falls under the Embassy in Hanoi. Call ahead to confirm.

Will the embassy attest a Vietnamese marriage certificate for use in India?

From 11 September 2026 a Vietnamese marriage certificate usually only needs an apostille from the Consular Department or the HCMC Department of Foreign Affairs to be used in India. If an Indian authority still requires embassy attestation, the embassy accepts it after Consular Department certification. Info Travel can handle the translation and the apostille.
