What to know before you visit

  • New address: many older listings still show the District 3 address (55 Nguyen Dinh Chieu) – go to 9 Dang Huu Pho.
  • Two booking systems: passports, ECs and PCCs are booked on Passport Seva (select “Vietnam-Ho Chi Minh City”); other services through the consulate’s own appointment page (cgihcmc.gov.in/apt/appointment.php).
  • Processing starts when you hand in the hard copy, not when you apply online.
  • For collection bring your old passport and the payment receipt.
  • Closed on weekends and notified holidays.
  • Security check first: guards at the gate screen visitors and direct them to the submission area – have your appointment confirmation and passport ready.
  • Passport reissue is often quicker than expected: recent applicants report the new passport being ready about a week after the hard copy was submitted; the consulate emails you when to collect, so give a working email address on the form.
  • Ask at the counter: the document-collection staff usually explain the next steps clearly – ask then what to bring for collection so you only need one more trip.

What foreigners typically need help with at the consulate

Most Indian citizens who contact the consulate general are not there for diplomacy – they need help with everyday paperwork while living, working or travelling in Vietnam. The cases we see most often:

  • Lost or stolen passport: report it to the local ward police and get a written confirmation, then ask the consulate general for an emergency travel document or a new passport. Your Vietnamese visa or residence card was tied to the old passport, so you also need a new visa or an exit visa from the Immigration Department – see exit procedures for foreigners.
  • Passport about to expire: renew it first, then transfer your visa or temporary residence card to the new passport. If your permitted stay is also running out, combine it with a visa extension.
  • Marriage, birth registration, work permits: Vietnamese offices usually ask for certificates of marital status, birth certificates, criminal records and degrees that are legalised and translated into Vietnamese.
  • Signature certification, powers of attorney, affidavits: when you must sign documents for use back home without travelling.
  • Registering as a resident Indian: the website has a Registration of Indian Nationals form – worth completing so the consulate can reach you in an emergency.

If you only need to re-enter Vietnam after a short trip, check the Vietnam e-visa first.

Getting an Indian passport in Vietnam

The Consulate General of India in HCMC accepts passport reissue applications from citizens in its 12 southern provinces and cities. You can apply within a year of expiry, or earlier if you need to change particulars, your appearance has changed or the pages are full. Apply on Passport Seva, upload an ICAO photo and signature (max. 1 MB per file), print and sign the form and submit it in person at your appointment. Printing takes about 3–4 working weeks. Remember that holding two valid Indian passports at once is an offence under the Passports Act 1967.

Info Travel helps Indian nationals with everything around the application: booking the appointment, explaining the form, compliant photos, translating supporting documents, and directions or accompaniment on the day. Once the new passport is issued we transfer your visa or temporary residence card to it, or handle exit formalities if you are leaving Vietnam.

Please note: applicants normally have to attend in person for fingerprints, photo and signature. Info Travel assists only within what the mission permits and never submits on your behalf where personal attendance is required.

Consular legalisation, MOFA / Department of Foreign Affairs certification and notarised translation

Since 11 September 2026 the Apostille Convention has applied to Vietnam (accession of 31 December 2025). India is a Contracting State and did not object, so documents between the two countries now travel mainly by apostille; attestation and consular legalisation are the fallback.

a) Indian documents for use in Vietnam: degrees and Indian birth or marriage certificates are verified by the issuing body or state authority and apostilled by the Ministry of External Affairs (New Delhi or its Chennai, Hyderabad, Kolkata or Guwahati branches); after that only a notarised Vietnamese translation is needed. If a Vietnamese office still requires legalisation: legalise at the Vietnamese Embassy in India, or have the document attested at the Consulate General and legalised at the HCMC Department of Foreign Affairs, unless an international treaty provides an exemption.

b) Vietnamese documents for use in India: Vietnamese birth, marriage, educational and commercial documents are apostilled by the HCMC Department of Foreign Affairs (or the Consular Department in Hanoi), with an official translation for Vietnamese-language papers. Where the Indian side still insists on consulate attestation, the former sequence applies: Department of Foreign Affairs certification first, then attestation at the Consulate General (about 2–3 days).

Info Travel runs the whole chain: notarised translation, certification, the apostille or the Ministry of Foreign Affairs (Consular Department) / HCMC Department of Foreign Affairs stamp, and submission/collection at the Indian mission where attestation is still needed.
