Consular services for Indonesian citizens

The consulate’s kemlu.go.id page displayed no content when we checked it, so this article does not list services we could not verify. Generally, Indonesians in HCMC and the southern provinces contact the KJRI for:

  • Emergency help: accidents, hospitalisation, detention, lost documents.
  • A travel document replacing a lost passport so they can return home.
  • Questions about passports, civil registration and document certification – the actual scope must be confirmed with the consulate.
  • Registration of resident citizens in its area.

Call or email first to get the document list and to check whether an appointment is needed.

What to know before you visit

  • Very short afternoons: the afternoon window is only 14:00–16:00, so mornings (9:00–12:00) are the safer bet. Older papers say Da Kao Ward, District 1 – the area is now Saigon Ward.
  • The phone may go unanswered: some visitors report repeated unanswered calls and a closed gate on arrival. Email first and wait for a confirmed slot; if the gate is shut during opening hours, ring and wait for the guard.
  • Friendly once inside: staff are generally helpful at the counter – bring copies of every document so the matter can be handled in one visit.
  • Bring ID: your passport or a copy, the police loss report if any, and photos.
  • Holidays: usually closed on Vietnamese and Indonesian public holidays.
  • Go in the morning if you are told to submit in person.

What foreigners typically need help with at the consulate

In practice, requests from Indonesian nationals in Vietnam revolve around passports and documents. A few typical scenarios:

  • Passport lost while travelling: get a police loss report where it happened → contact the consulate general for an emergency travel document or replacement passport → obtain a new visa or exit visa from the Immigration Department before heading to the airport. See exit procedures for foreigners.
  • Less than six months of passport validity: get the new passport, then transfer your visa or temporary residence card; if you need to stay longer, add a visa extension.
  • Getting married or acknowledging a child in Vietnam: prepare a certificate of marital status, birth certificate and passport copies with legalisation and a Vietnamese translation.
  • Applying for a work permit: degrees, criminal record checks and experience letters must be legalised before filing.
  • Signing powers of attorney or statements for authorities at home: these often have to be signed before a consular officer.
  • Indonesian workers and students in the south: moving from visa-free entry to long-term work requires a work permit and a temporary residence card; Indonesian supporting documents must be legalised.

If you simply need to come back to Vietnam after a short trip, look at the Vietnam e-visa options.

Getting an Indonesian passport in Vietnam

We could not verify whether the Indonesian Consulate General in HCMC issues or renews passports locally. Ask directly; if the service is only available at the Embassy in Hanoi (see Embassy of Indonesia in Hanoi) or in Indonesia, plan ahead, because your Vietnamese visa or residence card depends on your passport’s validity. If a passport is lost, missions normally issue an emergency travel document.

Wherever the passport itself is produced, the Vietnamese side still has to be sorted out. Info Travel handles translations, helps you prepare the replacement-document file as instructed by the mission, then obtains a new visa or exit visa, or transfers your temporary residence card to the new passport. Anything involving the Indonesian mission is done only within what it allows; applicants usually submit in person when asked.

Consular legalisation, MOFA / Department of Foreign Affairs certification and notarised translation

Since 11 September 2026 the Apostille Convention has applied to Vietnam (accession of 31 December 2025). Indonesia is a Contracting State and did not object, so documents between the two countries now travel by apostille; consular legalisation is only a fallback.

a) Indonesian documents for use in Vietnam: apostille from Indonesia’s competent authority, then a notarised Vietnamese translation – no Vietnamese mission step is needed. If a Vietnamese office still demands legalisation, the old route is certification in Indonesia and legalisation at the Vietnamese mission responsible for Indonesia, unless an international treaty provides an exemption.

b) Vietnamese documents for use in Indonesia: apostille from the HCMC Department of Foreign Affairs (so southern residents need not travel to Hanoi) or the Consular Department, plus a translation if the Indonesian side requires one. If an Indonesian authority still insists on legalisation, consular certification followed by legalisation at the Indonesian mission in Vietnam is needed (ask about the service, translation and fees first).

Every step – notarised translation, the apostille or the Consular Department / HCMC Department of Foreign Affairs stamp, filing at the Indonesian mission and collecting the result – can be handled by Info Travel within what the authorities allow.
