Consular services for Japanese citizens

  • Passports: new issue, replacement and lost passports. The consulate has announced online passport applications via the My Number portal from 25 August 2026.
  • Certificates: residence, signature and others; police certificates.
  • Family register and nationality: marriage, birth and other notifications.
  • My Number cards.
  • Residence notification (在留届) and overseas voter registration.
  • Japan visas: most Vietnamese applicants apply via accredited agencies; the consulate accepts only certain categories directly.

Before you visit

  • Book online through the consulate reservation system. The confirmation email lets you change or cancel. Late arrivals lose the slot, and walk-ins are usually turned away except urgent humanitarian cases.
  • No appointment needed to collect passports, certificates, My Number cards or visas – but arrive at least 30 minutes before the counter closes.
  • Bring your passport and the relevant originals.
  • Holidays: Vietnamese and certain Japanese holidays – see the website calendar.
  • Booking problems: call +84 28 3933 3510 or email ryouji@hc.mofa.go.jp.
  • You may wait outdoors: at busy times visa applicants queue outside the gate before being let in – bring an umbrella and water and arrive on time.
  • Check results at the counter: verify the name, photo and date of birth on your visa or document before leaving, as corrections later can take a long time.
  • Submit a complete file first time: the consulate may ask for extra documents in several rounds, which stretches processing – leave a generous margin before travel.

What foreigners most often need when they contact the Consulate General of Japan

Most Japan nationals get in touch with their mission for one of the reasons below. Each one also has a Vietnamese-side step with the immigration authorities – that is the part Info Travel handles directly.

  • Lost or stolen passport: report the loss to the local police and get a written confirmation; take it to the Consulate General of Japan for an emergency travel document or a new passport; then, because your visa or entry stamp was in the old passport, apply for a new visa or complete the exit procedures for foreigners before leaving Vietnam.
  • Passport about to expire: get a new passport, then transfer your valid visa or temporary residence card to it. If your permitted stay is also ending, a visa extension can be arranged at the same time.
  • Marriage, birth registration or a work permit in Vietnam: certificates of marital status, birth certificates and criminal records usually need an apostille (or legalisation where the apostille does not apply) and a notarised Vietnamese translation.
  • Signature certification: for powers of attorney, property or bank matters back in Japan.
  • Voting and registration as a citizen living abroad.

Consular legalisation, consular certification (Ministry of Foreign Affairs stamp) and notarised translation

The Apostille Convention (Hague, 1961) entered into force for Vietnam on 11 September 2026. Japan has long been a party and did not object to Vietnam’s accession, so public documents between the two countries now need only an apostille. See apostille vs consular legalisation.

a) Documents issued in Japan for use in Vietnam

Japanese public documents (family register extracts 戸籍謄本, residence certificates 住民票, criminal records, diplomas…) are apostilled by Japan’s Ministry of Foreign Affairs (外務省). The former 公印確認 step and legalisation by a Vietnamese embassy or consulate in Japan are no longer needed. Then add a notarised Vietnamese translation.

b) Vietnamese documents for use in Japan

Vietnamese public documents (degrees, police records, birth or marriage certificates…) are apostilled by the Consular Department of the Ministry of Foreign Affairs (Hanoi) or the HCMC Department of Foreign Affairs, with a Japanese translation as the receiving office requires – no further step at the Consulate General of Japan.

When legalisation is still needed

Certificates issued by the Consulate General of Japan itself (signature certificates 署名証明, overseas residence certificates 在留証明) are consular documents and fall outside the Convention; for use in Vietnam they are still legalised at the Consular Department or the HCMC Department of Foreign Affairs. The same applies to certain commercial and customs documents – unless a treaty provides an exemption.

Info Travel handles the whole chain: translation, notarisation, the Ministry/Department of Foreign Affairs stamp, and submitting and collecting files at the mission – see consular legalisation in Vietnam. Costs depend on the document type and page count; message us on WhatsApp +84327828822 for a quote.
