Taipei Economic and Cultural Office in Hanoi: Address & Hours 2026

The Taipei Economic and Cultural Office in Vietnam (TECO) in Hanoi is on the 20A/21st floor of PVI Tower, No. 1 Pham Van Bach Road, Cau Giay Ward, Hanoi; phone +84 24 3833 5501; open Monday to Friday 8:30–12:00 and 13:30–17:30. Vietnam and Taiwan have no diplomatic relations, so there is no Taiwanese embassy in Vietnam: TECO is Taiwan’s representative office and handles consular work for Taiwanese citizens in northern Vietnam (Hue and northwards) and Laos – passports, entry permits after a lost passport, document authentication and visas for Taiwan. Info Travel helps Taiwanese nationals in Vietnam with visas, residence cards, legalisation and certified Chinese–Vietnamese translations – WhatsApp +84327828822.

Consular services for Taiwanese citizens

  • Passports: renewal of Republic of China (Taiwan) passports for residents of the district, and replacement of lost passports.
  • Entry permit (入國證明書): if your passport is lost and you need to fly home urgently, the office can issue an entry permit and you reapply for a passport once back in Taiwan.
  • Emergency assistance: a 24-hour hotline for accidents, robbery, detention or danger to life.
  • Document authentication (文件證明): authentication of Vietnamese documents (already certified by Vietnam’s foreign ministry) for use in Taiwan – marriage and birth records, degrees, police certificates.
  • Visas for Taiwan: visas and permits for Vietnamese citizens and foreigners resident in Vietnam, including family, marriage and work categories.

Before you go

  • The office is inside an office tower: register at the ground-floor reception and leave an ID to receive a lift access card. Bring your passport.
  • Google Maps still shows an old pin at 241 Xuan Thuy labelled “Taiwan Embassy”. That address is no longer in use – do not navigate to it.
  • Mornings are very busy, mostly with work and marriage-visa files. Arrive when the doors open; late arrivals may be asked to come back another day once the day’s capacity is reached.
  • Queue along the floor markings and follow the security staff’s directions – the waiting area is tightly managed.
  • Phone and email replies can be slow. Prepare every document on the website checklist, with copies and photos, rather than relying on explanations at the counter.
  • Foreigners who are neither Vietnamese nor Taiwanese usually need to show legal residence in Vietnam to apply for a Taiwan visa here, and foreign documents must already be properly notarised or authenticated. Ask in advance.
  • The office closes on Vietnamese public holidays and publishes its own Lunar New Year closure (16–20 February in 2026).

What foreigners commonly need help with

Taiwanese managers, engineers and families working in the industrial zones of Bac Ninh, Hai Phong, Ha Nam and Vinh Phuc typically come to TECO Hanoi for:

  • A lost or stolen passport: get a police report where it happened, then apply at TECO for a new passport or an entry permit. Your Vietnamese visa or residence card was in the old passport, so you also need an exit visa or new visa from the Immigration Department – see exit procedures for foreigners.
  • An expiring passport: renew at TECO, then transfer your temporary residence card or visa to the new passport. If the visa is also running out, arrange a visa extension meanwhile.
  • Work permits, marriage or birth registration in Vietnam: Taiwanese police certificates, degrees, single-status certificates and birth certificates must be legalised (see below) and translated into Vietnamese.
  • Marrying a Vietnamese citizen: Taiwan generally requires the Vietnamese documents to be authenticated by TECO, after which the Vietnamese spouse applies at TECO for a family visa.
  • Powers of attorney and signatures: for property, inheritance or banking in Taiwan – ask TECO about signature authentication.

Getting a Taiwanese passport in Vietnam

TECO Hanoi accepts passport renewal applications from Taiwanese citizens. You normally need the form, your old passport (even if expired), two white-background passport photos taken within six months, proof of local residence (your Vietnamese residence card or visa) and the fee. Applicants usually attend in person for identity verification; minors need a guardian’s signature. The new passport is not issued on the spot, so allow time before you travel.

Info Travel helps within what TECO permits: document checklists, forms, compliant photos, Vietnamese–Chinese translations and directions. Once the new passport is ready we transfer your visa or residence card, or arrange an exit visa if you only hold an entry permit.

Consular legalisation, MOFA certification and certified translation

Taiwan is not a party to the Apostille Convention, so even though Vietnam has applied the Apostille system since 11 September 2026, documents between Vietnam and Taiwan still follow the certification and legalisation chain. Without embassies, Taiwan’s side is handled by the TECO offices, and Vietnam’s side in Taiwan by the Vietnam Economic and Cultural Office in Taipei. Background: apostille vs consular legalisation.

a) Taiwanese documents for use in Vietnam

The document (notarised in Taiwan first if it is a private document) is authenticated by Taiwan’s Bureau of Consular Affairs and then legalised by the Vietnam Economic and Cultural Office in Taipei. In Vietnam it then needs a notarised translation from Traditional Chinese into Vietnamese. No exemption applies unless an international treaty provides one.

b) Vietnamese documents for use in Taiwan

Vietnamese documents (birth and marriage certificates, degrees, police records) receive consular certification at the Consular Department of MOFA in Hanoi or the HCMC Department of Foreign Affairs, and are then authenticated at the TECO office for your area of residence – Hanoi for the north, Ho Chi Minh City for the south. A Chinese translation is usually required.

Info Travel handles the whole chain: translation, notarisation, the MOFA stamp, and submission and collection at TECO. See consular legalisation in Vietnam; quotes per file on WhatsApp +84327828822.

Frequently asked questions

Is there a Taiwanese embassy in Hanoi?

No. Taiwan is represented by the Taipei Economic and Cultural Offices in Hanoi and Ho Chi Minh City, which carry out consular and visa work in place of an embassy.

Where exactly is the Taipei office in Hanoi?

On the 20A/21st floor of PVI Tower, No. 1 Pham Van Bach, Cau Giay Ward. The old Xuan Thuy Street address is no longer used.

Can someone living in southern Vietnam apply for a Taiwan visa in Hanoi?

Applications are accepted by area of residence, so southern residents are normally referred to Ho Chi Minh City. Ask first if your registered address and actual residence differ.

What should I do if I lose my Taiwanese passport in Hanoi?

Report it to the police, call the emergency line or TECO for a replacement passport or entry permit, then obtain an exit visa from Immigration. Info Travel handles that last step.
