Consular services for Portuguese citizens

The embassy website blocks automated access, so we could not verify the service list in Hanoi. Portuguese consular posts abroad typically handle passports and the Citizen Card (Cartão de Cidadão), emergency travel documents, civil registration (births, marriages), notarial acts and powers of attorney, and consular registration (inscrição consular). Ask the embassy:

  • whether Hanoi already has biometric equipment for passports and Citizen Cards;
  • whether civil-registration acts are done locally or forwarded to Lisbon;
  • how to book an appointment and which contact channel is official.

In Ho Chi Minh City, Google Maps visitors describe the consulate as very helpful with document guidance and emergencies, but note that it has no biometric machines, so passports and Citizen Cards cannot be renewed there.

What to know before you visit

  • Contact the embassy first by the email or phone published on its website; as a newly opened mission, its hours and procedures may still be evolving.
  • Bring your passport or Citizen Card (including expired ones), Vietnamese visa or residence card and copies of the papers involved.
  • In the south, the HCMC consulate opens mornings only, Monday to Thursday (Google Maps). It is close to Tan Son Nhat Airport – about 10 minutes by car in light traffic, longer at rush hour.
  • Expect closures on Vietnamese and Portuguese public holidays (e.g. 25 April, 10 June).
  • Portuguese or English is used; bring an interpreter for Vietnamese relatives.

What foreigners typically need help with

Passport lost while travelling. Get a police report from the ward police and contact the embassy (or the HCMC consulate) about a travel document. You then need a new visa or exit procedures with Vietnam Immigration, because your visa was in the lost passport.

Passport expiring while living in Vietnam. With a new passport, your long-term visa or temporary residence card must be transferred. If the wait is long, arrange a visa extension or a fresh e-visa.

Marrying a Vietnamese citizen or registering a child. You need a Portuguese certificate of marital status/capacity to marry, apostilled and with a notarised translation. Marriages and births in Vietnam must then be entered in the Portuguese civil register (transcrição) – visitors mention the consul even helped prepare Portuguese-language paperwork for a Vietnamese spouse.

Powers of attorney for Portugal. Ask the consular office about signature certification; otherwise sign before a Vietnamese notary and obtain an apostille.

Help with Portuguese passports in Vietnam

We could not verify whether the Hanoi embassy accepts passport or Citizen Card applications, and the HCMC consulate is reported to have no biometric equipment. If Hanoi does not offer this yet, citizens may need to apply in Portugal or at another Portuguese mission in the region; an emergency travel document may be possible in urgent cases. Ask the embassy before making plans.

Info Travel handles the Vietnamese side: an extension or new visa so you stay legal while waiting, transfer of your visa or TRC to the new passport, exit procedures, and translation and certification of Vietnamese documents. You attend in person for biometrics; we assist only within what the Portuguese authorities allow.

Consular legalisation, MOFA/DOFA certification and certified translation

Portugal ratified the Apostille Convention in 1968 (in force 1969). Vietnam acceded on 31 December 2025, in force from 11 September 2026 (HCCH status table), and Portugal did not object. Apostille is therefore the standard procedure between the two countries. Background: apostille vs consular legalisation.

a) Portuguese documents for use in Vietnam: apostille from the competent Portuguese authority (Procuradoria-Geral da República and its regional offices), then a notarised Vietnamese translation. Fallback: legalisation at the Vietnamese embassy in Lisbon, or certification by a Portuguese mission in Vietnam (if offered) followed by legalisation at the Consular Department (MOFA) or the HCMC Department of Foreign Affairs – unless exempted under an international treaty.

b) Vietnamese documents for use in Portugal: apostille at the Consular Department or the HCMC Department of Foreign Affairs, plus a certified Portuguese translation where required.

Info Travel covers the whole chain: translation, notarisation, apostille or MOFA/DOFA stamps, submission and collection. See our consular legalisation service; quotes on WhatsApp.
