Consular services for Panamanian citizens

Panama’s Ministry of Foreign Affairs (MIRE) does not publish a Vietnam-specific service list that we could verify. In general, Panamanian consular staff abroad are the people to contact when you:

  • lose or damage your passport, or need a document to travel home;
  • are in hospital, have had an accident, are detained, or need your family informed;
  • need a signature certified or civil-status paperwork prepared for use in Panama;
  • want information on Panamanian visas for Vietnamese partners or relatives.

Which matters can be finished in Hanoi and which must go via Panama or the consulate in Ho Chi Minh City is best confirmed by phone before you assemble any documents.

What to know before you visit

  • Call ahead to arrange a time – there is no published online booking system, and as a small office covering four countries, staff may be travelling.
  • Bring your Panamanian passport (old ones too), your Vietnamese visa or residence card, and copies of supporting papers.
  • The office tower controls access; have ID ready to register at the lobby.
  • Expect closures on Vietnamese public holidays and Panamanian national days, including the November patriotic holidays.
  • Spanish and English are the working languages; bring an interpreter if a Vietnamese family member needs to follow the conversation.

What foreigners typically need help with

Lost passport. Report the loss at the local ward police station and get a written confirmation, then contact the embassy for a replacement or travel document. Your Vietnamese visa or entry stamp was in the lost passport, so you must also obtain a new visa or complete exit procedures with the Immigration Department before flying.

Passport about to expire. Once you have a new passport, a long-term visa or temporary residence card has to be transferred to it. Short-stay visitors can arrange a visa extension or a fresh Vietnam e-visa.

Marriage, birth, work permits. Panamanians marrying a Vietnamese citizen usually need proof of single status; those taking a job need apostilled degrees and police records plus a notarised Vietnamese translation. Children born in Vietnam to a Panamanian parent should be registered under Panamanian law.

Signature certification. Powers of attorney and declarations for use in Panama may need a certified signature – ask whether the embassy does this on site.

Help with Panamanian passports in Vietnam

We could not verify whether the Embassy of Panama in Hanoi accepts new or renewal passport applications on site. Electronic passports require biometric enrolment, so in many cases citizens apply in Panama or at a mission with the equipment. In an emergency, embassies can usually issue a travel document to return home – call for exact instructions.

Info Travel handles the Vietnamese side: keeping your stay legal while you wait (visa extension or a new visa), transferring your visa or residence card to the new passport, exit procedures if you leave on a travel document, and translation and certification of supporting papers. You attend in person whenever Panamanian authorities require it; we only assist within what the embassy allows.

Consular legalisation, MOFA/DOFA certification and certified translation

Panama has been party to the Apostille Convention since 1991. Vietnam acceded on 31 December 2025 and the Convention entered into force for Vietnam on 11 September 2026 (HCCH status table); Panama is not among the objecting states. From that date, documents between the two countries follow the apostille route. Read more in apostille vs consular legalisation.

a) Panamanian documents for use in Vietnam (police certificates, degrees, birth and marriage certificates): obtain an apostille from the competent Panamanian authority, then have a Vietnamese translation notarised in Vietnam. If a Vietnamese office still insists on the old procedure or the document cannot be apostilled, the fallback is legalisation by the Vietnamese embassy accredited to Panama, or certification by the Panamanian mission in Vietnam (where offered) followed by legalisation at the Consular Department (MOFA, Hanoi) or the HCMC Department of Foreign Affairs – unless exempted under an international treaty.

b) Vietnamese documents for use in Panama: obtain an apostille from the Consular Department or the HCMC Department of Foreign Affairs (Vietnam’s competent authorities), plus a Spanish translation if Panama requires it. Consular certification followed by legalisation at a Panamanian mission is now only a fallback.

Info Travel runs the whole chain: translation, notarisation, apostille or MOFA/DOFA stamps, and submission/collection at missions when needed. See our consular legalisation service; quotes on WhatsApp.
