Consular services for Cambodian citizens

We could not verify the embassy’s list of services from an official source. Cambodian citizens typically come here when they need:

  • a laissez-passer or emergency travel document after losing a passport;
  • information on obtaining a Cambodian passport;
  • confirmation or certification of documents for study, work or marriage;
  • consular protection after an accident, detention or labour dispute.

Call ahead to find out what can be done in Hanoi and what to bring.

What to know before you go

  • Call first to check requirements; the lunch break runs from 11:30 to 14:00.
  • Bring your Cambodian passport or ID card, Vietnamese residence papers and photos.
  • The embassy closes on Vietnamese and Cambodian holidays (notably Khmer New Year in mid-April, Pchum Ben and the Water Festival).
  • Tran Hung Dao Street has several diplomatic buildings; double-check the number when you arrive.
  • Go in the morning: visitors describe finding the visa section closed in the afternoon and having to come back more than once.
  • Fees: the amount charged can differ from figures published online and from one applicant to another – ask by phone first, bring enough cash (usually in US dollars) and ask for a receipt.
  • Waiting time: service is sometimes quick, sometimes slow or carried over to the next day; do not book travel too close to your application date.

What foreigners usually need when they contact the Royal Embassy of Cambodia

Most Cambodian nationals get in touch with their mission for one of the reasons below. Each one usually has a matching step on the Vietnamese side, handled by the Immigration Department.

  • Lost or stolen passport: report it to the local ward police and get a confirmation, then ask the mission for an emergency travel document or a new passport. Because your Vietnamese visa was in the old passport, you also need a new visa or an exit visa from Vietnam Immigration before you can leave – see exit procedures.
  • Passport about to expire: renew it, then transfer your visa or temporary residence card to the new passport; combine this with a visa extension if your stay is running out.
  • Marriage, birth registration, work permit: you will need certificates of marital status, criminal record checks or diplomas issued in Cambodia, legalised and translated.
  • Signature notarisation and powers of attorney for property, bank or family matters.
  • Citizen registration and overseas voting, so the mission can reach you in an emergency.

Help with Cambodian passports in Vietnam

We have not verified whether the Cambodian Embassy in Hanoi issues or renews ordinary passports on site. Cambodian passports are usually issued in Cambodia; after a loss, the embassy commonly issues a laissez-passer to return home. Ask the embassy directly about the current procedure.

Either way, Info Travel handles the Vietnamese side: an exit visa if the old passport is lost, transferring your visa or residence card to a new passport, and translating and notarising documents. We can also guide or accompany you to the embassy; all help stays within what the embassy permits, and personal attendance is up to the applicant.

Consular legalisation, consular certification (Ministry of Foreign Affairs / HCMC Department of Foreign Affairs stamp) and notarised translation

Documents crossing the border almost always need to be authenticated before the receiving authority will accept them. There are two directions:

a) Documents issued in Cambodia for use in Vietnam

Police certificates, birth certificates, diplomas or certificates of no impediment must be authenticated by the competent authority in Cambodia and legalised by the Vietnamese embassy or consulate there, or, if the Royal Embassy of Cambodia certifies documents (ask first), certified there and then legalised at the Consular Department of the Ministry of Foreign Affairs in Hanoi or the Ho Chi Minh City Department of Foreign Affairs. A Vietnamese notarised translation is then required. Legalisation can only be skipped where there is a clear legal basis – unless exempted under an international treaty between Vietnam and Cambodia or on a reciprocity basis.

b) Vietnamese documents for use in Cambodia

Vietnamese documents (marriage certificates, degrees, court decisions, contracts…) first receive consular certification at the Consular Department in Hanoi or the HCMC Department of Foreign Affairs, and then legalised by the Cambodian mission (check in advance whether the Royal Embassy of Cambodia accepts that type of document), together with a translation into the language the Cambodian authority requires.

Info Travel handles the whole chain: translation, notarisation, the Ministry/Department of Foreign Affairs stamp, and submission and collection at the mission. See our consular legalisation service. Fees and timing are quoted on WhatsApp +84327828822, as they depend on the number and type of documents.
