Consular services for Lao citizens
Central Vietnam has several border crossings with Laos (Lao Bao, Cau Treo, Bo Y…) and many Lao students in Da Nang and Hue. People typically contact the consulate for (confirm what is handled on site):
- Return travel documents after a passport loss.
- Guidance on passport applications.
- Confirmation letters for students and workers.
- Civil status, and protection of citizens after road accidents or border incidents.
- Lao visas.
Before you visit
- Mind the afternoon cut-off: the counter closes at 16:00, earlier than many offices – mornings are best.
- Documents: passport or a copy, the police loss report if any, student card.
- Holidays: Vietnamese and Lao calendars (Boun Pi Mai, Lao National Day on 2 December).
- Coming from Hue or Quang Tri: book ahead to avoid repeat trips.
- Lao visas take about 15–20 minutes: fill in a short form and hand it in with your passport and one 3×4 photo (a slightly different size is usually accepted).
- Payment: cash; holders of a Vietnamese bank account can also pay by transfer or QR code.
- Little waiting: it is a small, usually quiet office, with Lao travel maps and brochures in the waiting room.
What foreigners most often need when they contact the Consulate General of Laos
These are the situations we see most often among our clients:
- Passport lost or stolen: start with a police loss report. With it, the Consulate General of Laos can consider issuing an emergency travel document or a replacement passport. The new document carries no Vietnamese visa, so you will need a new visa or an exit visa before going to the airport – see exit procedures for foreigners.
- Passport validity running short: Vietnamese authorities require enough remaining validity to issue a temporary residence card or a visa extension. After renewal, the visa or card has to be moved to the new passport.
- Personal-status documents: proof of marital status to marry a Vietnamese citizen, birth documents for a child born in Vietnam, degrees and police records for a work permit.
- Notarising signatures on declarations and powers of attorney for use in Laos.
- Citizen registration and overseas voting.
Help with Lao passports in Vietnam
We could not verify whether the Consulate General of Laos in Da Nang issues or renews passports on site. If not, citizens may need to go through the embassy in Hanoi or return to Laos – the central border crossings are relatively close; after a loss, ask about a return travel document.
Info Travel handles the Vietnamese side: police loss report, exit visa or new visa, transferring your visa or temporary residence card to a new passport, and a visa extension while you wait – files can be sent remotely, within what the consulate permits.
Consular legalisation, consular certification (Ministry of Foreign Affairs stamp) and notarised translation
For a foreign document to be valid in Vietnam (and vice versa) it normally has to pass through a certification and legalisation chain, unless an international treaty exempts it. There are two directions:
a) Documents issued in Laos for use in Vietnam
The document is certified by the competent authority in Laos and legalised by the Vietnamese embassy or consulate there; or – if the Consulate General of Laos certifies documents (ask first) – certification there followed by legalisation at the Consular Department of Vietnam’s Ministry of Foreign Affairs in Hanoi or the HCMC Department of Foreign Affairs. The legalised original then needs a notarised translation into Vietnamese.
b) Vietnamese documents for use in Laos
Vietnamese documents (degrees, police records, birth or marriage certificates…) receive consular certification at the Consular Department or the HCMC Department of Foreign Affairs, then legalisation at the Consulate General of Laos if it offers this service (confirm with the mission), together with a suitable translation.
Vietnam and Laos have a legal-assistance treaty, so some documents may be exempt from legalisation under it. Before starting, ask the receiving authority whether your document qualifies – Info Travel can check this for you.
Note: Vietnam has applied the Apostille Convention since 11 September 2026, but Laos is not a party, so documents between the two countries still go through certification and legalisation (or are exempt where a treaty between them so provides).
Info Travel handles the whole chain: translation, notarisation, the Ministry/Department of Foreign Affairs stamp, and submitting and collecting files at the mission – see consular legalisation in Vietnam. Costs depend on the document type and page count; message us on WhatsApp +84327828822 for a quote.
