Consular services for French citizens

Ho Chi Minh City has Vietnam’s largest French community, and the Consulate General handles nearly all of its paperwork:

  • Passports and national ID cards. You pre-apply on ANTS, attend by appointment for fingerprints, and collect when notified by SMS or email.
  • French civil status matters: births, marriages and deaths.
  • Consular registration, residence certificates, life certificates, the certificat de coutume and inheritance certificates.
  • Certified true copies, certification of signatures on private documents, and certain notarial acts.
  • Assistance for citizens in difficulty: lost documents, hospital stays and arrests.

What to know before you go

  • Book on consulat.gouv.fr (“Consulat général de France à Hô Chi Minh-Ville”) in the right category. You need one booking per person.
  • Pay fees at the cashier during walk-in hours, Tuesday to Friday 09:00–11:30.
  • Call France Consulaire first to confirm the document list and save yourself a wasted trip.
  • Bring originals, copies and photos. There are security checks at the entrance.
  • The consulate closes on Vietnamese and French public holidays, so check notices before your appointment.
  • Appointments fill up and the next free slot is often the following week, so book online as early as possible. Without an appointment you will usually just be told to book one.
  • Security checks at the gate are strict. Cooperate with the guards and leave unnecessary items at home.
  • There is no printing or photocopying for visitors, so bring all the copies you need.
  • The Consulate General does not take visa applications directly. Foreigners applying for a French visa go through TLScontact.

Common situations that bring foreigners to the consulate

Passport lost on Phu Quoc, in Mui Ne or Da Lat: get a police confirmation locally and contact the Consulate General for a replacement document. The visa went with the old passport, so you need a new visa or an exit permit. See exit procedures for foreigners.

Renewing a passport: allow six to eight weeks. When the new passport arrives, transfer your visa or temporary residence card to it. If your visa expires while you wait, arrange a visa extension.

Marriage or a baby in HCMC: prepare a certificat de coutume and a French birth certificate with a notarised translation. After registering a birth in Vietnam, ask the Consulate General about the French civil status steps.

Work permits for teachers and engineers: French degrees and criminal records need an apostille or legalisation and a Vietnamese translation.

Powers of attorney: documents for use in France can have the signature certified by appointment.

Help with a French passport in Vietnam

The Consulate General takes passport applications by appointment, and you must attend for fingerprints. Passports are not made locally but sent from France. The adult fee is EUR 96, and passports must be collected within three months.

Info Travel helps within what the Consulate General allows. We guide you through ANTS and booking, review your file, arrange photos and translate Vietnamese documents. After issue, we transfer your visa or TRC and handle immigration formalities. You still submit the application and give biometrics yourself.

Consular legalisation, certification and certified translation

Since 11 September 2026, the Apostille Convention has applied between Vietnam and France (France is a party and did not object to Vietnam’s accession). The apostille is therefore the main route for public documents between the two countries, with consular legalisation only as a fallback. In the south, the HCMC Department of Foreign Affairs issues apostilles for Vietnamese documents.

French documents for use in Vietnam: civil status records are exempt from legalisation under the 1999 Franco-Vietnamese judicial assistance agreement, in force since 1 May 2001. Other documents need an apostille or legalisation, now handled in France by regional notary councils. Vietnam has applied the Apostille Convention since 11 September 2026. The last step is a notarised Vietnamese translation. See apostille vs consular legalisation.

Vietnamese documents for use in France: the HCMC Department of Foreign Affairs, or the Consular Department in Hanoi, certifies or apostilles public documents. Where legalisation is still required, they then go to the French Consulate General. Private documents need signature certification first. Add a French translation.

Info Travel handles the whole process: notarised translation between Vietnamese and French, the foreign affairs stamp, and consular legalisation submission and collection. Ask for a quote on WhatsApp.
