Consular services for Cuban citizens

The consulate’s list of services was not published in any source we could reach. A consulate general usually helps with:

  • Citizens who lose their passport or face problems in the southern provinces.
  • Registration of citizens and community information.
  • Some document and civil-status matters under Cuban rules.

For passports or document certification you may be referred to the embassy in Hanoi – ask first to avoid a wasted trip.

Before you visit

  • Call ahead to ask whether your matter needs an appointment.
  • Bring your Cuban passport, Vietnamese visa or residence card and original documents.
  • Phung Khac Khoan hosts several diplomatic missions with tight security – don’t linger at the gate.
  • Closed on Vietnamese and Cuban public holidays.
  • Reception windows are short (about two hours per session); arrive at the start of a window so there is time to deal with your matter.
  • Visitors – including Vietnamese people asking about Cuban visas – are generally received warmly and simple matters are handled quickly; have your questions and documents ready.
  • The grounds include a garden and a Fidel Castro memorial; if you wish to pay respects on an anniversary, call first to check opening times.

What foreigners usually need help with

Lost Cuban passport: get a police report where it happened, then contact the consulate general for a replacement document. Your Vietnamese visa went with the passport, so you will need a new visa or exit procedures for foreigners from immigration.

Passport expiring: ask the mission about extension or renewal, then transfer your visa or temporary residence card to the new passport. Cuban students and specialists staying long-term should arrange a visa extension in good time.

Marriage, birth, work permit: Cuban birth, single-status and police certificates must be legalised and translated before Vietnamese authorities accept them.

Powers of attorney, signatures: ask the Cuban mission directly whether it can authenticate them.

Relatives visiting from Cuba can look into the Vietnam e-visa.

Cuban passport help in Vietnam

We could not access the official pages of the Cuban Consulate General in Ho Chi Minh City, so we cannot confirm that Cuban passports are issued or renewed in Vietnam. Call before you go. If it cannot be done locally, the alternatives are applying in Cuba or through another Cuban mission, and in an emergency obtaining a temporary travel document to return home. Where biometrics are required, the applicant must attend in person. Info Travel handles the Vietnamese side: visa extensions while you wait, transferring your visa or residence card to the new passport, and exit formalities.

Consular legalisation, MOFA certification and notarised translation

Unlike many Latin American countries, Cuba is not listed as a party to the HCCH Apostille Convention. So although Vietnam has applied the Convention since 11 September 2026, documents between Cuba and Vietnam still follow the traditional legalisation route.

a) Cuban documents for use in Vietnam: the document is certified by the competent Cuban authority (normally the Cuban Foreign Ministry, MINREX) and then legalised at the Vietnamese Embassy in Havana; or, if the consulate general offers document certification, it is certified there and then legalised at the Consular Department (MOFA, Hanoi) or the Ho Chi Minh City Department of Foreign Affairs. Finally a notarised translation from Spanish into Vietnamese is needed. Unless an international treaty between Vietnam and Cuba exempts the document, Vietnamese offices will ask for every step.

b) Vietnamese documents for use in Cuba: consular certification at the Consular Department or the HCMC Department of Foreign Affairs, then legalisation at the Cuban mission in Vietnam (if it accepts it – ask first), with a Spanish translation.

Info Travel handles everything: Spanish–Vietnamese translation, notarisation, MOFA/DOFA stamp, and submission and collection at the mission. See consular legalisation in Vietnam and apostille vs consular legalisation. Quotes on WhatsApp +84327828822.

Southern residents can file consular certification directly at the Ho Chi Minh City Department of Foreign Affairs; Info Travel collects and returns documents in the city.
