Consular services for Belarusian citizens
We could not reach the consulate’s own pages to check its list of services. In general, a Belarusian consulate general is where Belarusian citizens in its district turn when they need:
- help after losing a passport, and a travel document to return home;
- citizen registration and updated contact details;
- civil status formalities arising in Vietnam (births, marriages…);
- signature certification and powers of attorney;
- protection after an accident, illness or detention.
Ask in advance which matters are handled in Ho Chi Minh City and which are referred to the embassy in Hanoi.
What to know before you go
- Call before you go: little about the consulate is published; ring +84 28 3636 4494 to check what to bring and when to come.
- Bring your passport or a copy, your Vietnamese visa or residence card, photos and any papers related to your request.
- An Khanh / Thu Thiem is 15–20 minutes by car from the city centre; allow extra time for traffic at the Thu Thiem bridge or tunnel.
- The mission closes on Vietnamese and Belarusian public holidays.
- The office closes for lunch from 13:00 to 14:00; come in the morning or after 14:00.
- Visitors say paperwork is handled quickly and the consul gives advice in person when the file is complete – bring originals, copies and photos on the first visit to avoid a second trip.
- This is a residential area with numbered streets; give drivers the full “2/6 Street No. 31, Group 2, An Khanh” so they find the right lane.
What foreigners usually need when they contact the Belarusian Consulate General
Info Travel sees the same handful of requests again and again from Belarusian citizens living, working or travelling in Vietnam:
- Passport lost: the right order is (1) police report where it happened, (2) replacement document from the mission, (3) a new visa or exit visa at the Immigration Department, because the old visa disappeared with the passport. Details: exit procedures.
- Renewing a passport while resident: once the new book is issued, have your visa or temporary residence card transferred so that your status matches your passport at the border.
- Marriage, a child’s birth, a work permit: original documents from Belarus must be legalised and turned into a notarised translation.
- Signature certification and certified copies for use in Vietnam or back home.
- Visa running out or overstay: sort out a visa extension before the deadline.
Help with Belarusian passports in Vietnam
We could not verify whether the Belarusian Consulate General in Ho Chi Minh City accepts passport applications. Some procedures may have to go through the embassy in Hanoi or be done in Belarus. If your passport is lost, ask about a temporary travel document to return home.
Info Travel in Ho Chi Minh City can make enquiries for you, book appointments, fill in forms, arrange photos and translations; once you have the new passport or document we transfer your visa or residence card, or arrange a new visa or exit visa. Biometrics normally require you to attend in person, and we assist only within what the mission permits.
Apostille, consular legalisation, consular certification (Ministry of Foreign Affairs / HCMC Department of Foreign Affairs stamp) and notarised translation
Since 11 September 2026 the Hague Apostille Convention has applied to Vietnam (accession deposited on 31 December 2025). As Belarus is a Convention party and raised no objection to Vietnam’s accession, most public documents between the two countries now need a single apostille instead of several legalisation steps (apostille vs consular legalisation).
a) Documents issued in Belarus for use in Vietnam
Main route: obtain an apostille from the competent authority in Belarus for public documents such as birth certificates, police certificates, certificates of no impediment or diplomas. An apostilled document no longer needs legalisation by a Vietnamese embassy or by the Consular Department; you only need a Vietnamese notarised translation before submitting it to the Vietnamese authority.
Consular legalisation remains the fallback – for documents outside the Convention (for example documents executed by diplomatic or consular agents, or administrative documents dealing directly with commercial or customs operations) or where the receiving office still insists: legalisation at the Vietnamese mission in Belarus, or certification by the Belarusian Consulate General (where it handles that document) followed by legalisation at the Consular Department in Hanoi or the HCMC Department of Foreign Affairs, unless exempted under an international treaty.
b) Vietnamese documents for use in Belarus
The Consular Department of the Ministry of Foreign Affairs (Hanoi) and the HCMC Department of Foreign Affairs are Vietnam’s apostille authorities. Vietnamese documents (a child’s birth certificate, marriage certificates, degrees, notarised contracts…) apostilled there can be used in Belarus without legalisation at the Belarusian Consulate General; add a translation into the language the authority in Belarus requires. The old chain – consular certification followed by legalisation at the Belarusian Consulate General – is only needed for documents outside the apostille system.
As apostilles are new for Vietnam, some offices may still ask about old-style legalisation – confirm requirements before you submit. Info Travel takes care of translation, notarisation, apostilles or consular certification at the Ministry/Department of Foreign Affairs, and legalisation at the mission when it is still required.
