The Embassy of Libya in Hanoi is listed at the Van Phuc diplomatic area (A3 Van Phuc); phone +84 24 3845 4954, open Monday–Friday 09:00–16:00 (according to Google Maps). There is no official website, so Libyan nationals should call before visiting. The embassy is where Libyans turn after losing a passport or when they need a travel document or document certification. Consular services for Libya citizens
Vietnam–Libya relations slowed after 2011 and are gradually reviving (for example, a Libyan Chambers of Commerce delegation visited Vietnam in September 2025). The embassy’s list of consular services is not published online. Based on the usual functions of a mission, Libyan nationals may ask about:
- emergency travel documents after losing a passport;
- signature certification and attestation of documents for use in Libya;
- citizen registration and births of children born in Vietnam;
- consular protection in emergencies.
None of these is confirmed – check directly with the embassy before preparing documents.
What to know before you go
- No online booking system is published; phone to ask when you can be received.
- Call or message through an official channel before going: consular reception hours may be shorter than office hours and change over time.
- Bring your passport (or a copy plus the police loss report), your Vietnamese visa or residence card and copies of all relevant papers.
- The mission closes on Vietnamese public holidays and on Libya’s holidays; religious holidays shift from year to year.
- Diplomatic compounds and office towers run security checks at the gate – travel light and carry ID.
- Some older directories place the embassy on Kim Ma Street or in “Ba Dinh District”; the correct pin is building A3 inside the Van Phuc diplomatic compound – mention “A3” to the compound guard.
- The number shown on Google Maps differs from the one in older directories; if one does not connect, try the other.
- Visitors say the embassy does receive and assist Libyan citizens, but arrive in the morning so your matter can be handled before the 16:00 close.
Common reasons foreigners contact the embassy
Lost or stolen passport. Report it to the police where it happened and get a written confirmation; take it to Libya’s mission to apply for an emergency travel document or a new passport. Your Vietnamese visa went with the old passport, so next you need a new visa or an exit permit from the Immigration Department – see exit procedures.
Passport about to expire. Renew it, then transfer your visa or temporary residence card to the new passport; otherwise your residence status is tied to a document you no longer use.
Papers for marriage, birth registration or a work permit. Vietnamese authorities usually want a certificate of marital status, birth certificate, criminal record or diploma, legalised and with a notarised translation.
Signature certification, powers of attorney, citizen or voter registration. Many people need a signature certified on a power of attorney for use at home, or register with the mission so they can be reached in an emergency.
A visa extension or a Vietnam e-visa, on the other hand, is handled by Vietnam, not by the mission.
Help with Libya passport applications in Vietnam
We could not confirm from an official source that Libya’s mission in Vietnam accepts new or renewal passport applications locally. Some countries only issue emergency travel documents abroad, while ordinary passports are made at home or at another mission in the region. Ask the mission directly before you plan.
Where passports are issued, applicants normally attend in person for photos and biometrics. Info Travel helps within what the mission permits: checking requirements and booking, forms, photos, translating Vietnamese documents and directions. On the Vietnamese side we handle everything: extending your stay while you wait, transferring your visa or temporary residence card to the new passport, a new visa or exit procedures if you travel on an emergency document.
Consular legalisation, certification (MOFA / HCMC External Relations stamps) and notarised translation
Libya is not a party to the Apostille Convention (even though it has applied to Vietnam since 11 September 2026), so documents between the two countries still follow the certification-and-legalisation chain. Background: apostille vs consular legalisation.
a) Libya documents for use in Vietnam: certification by Libya’s competent authority (usually the foreign ministry) and legalisation at the Vietnamese embassy or consulate in Libya; or certification by Libya’s mission in Vietnam (if it offers this) followed by legalisation at the Consular Department (MOFA, Hanoi) or the HCMC Department of External Relations. Then a notarised translation into Vietnamese. Legalisation is required in every case unless exempted under an international treaty to which both Vietnam and Libya are party.
b) Vietnamese documents for use in Libya: translation, consular certification at the Consular Department or HCMC External Relations, then legalisation at Libya’s mission in Vietnam (ask first about submission days and translation requirements).
Documents for Libya usually need an Arabic translation; Info Travel can arrange certified Arabic–Vietnamese/English translations.
Info Travel handles the whole chain: translation, notarisation, MOFA/External Relations stamps (or apostille), and submission and collection at the mission. See our consular legalisation service; quotes on WhatsApp +84327828822.
