Consular services for Lao citizens

Thousands of Lao students, officials and workers live in Vietnam, so the consular section handles citizens’ matters every day. As we could not read the official service list, these are the common categories only – ask the embassy which are handled in Hanoi:

  • Travel documents to return home after a passport loss.
  • Lao passport matters.
  • Confirmation letters for students, introduction letters, identity confirmation.
  • Civil status: births and Lao–Vietnamese marriages.
  • Protection of citizens after accidents, illness or legal trouble.

Before you visit

  • Call ahead for Lao citizens’ procedures to ask whether you need an appointment; visa applications are usually walk-in.
  • Bring your passport or ID, plus a student card or employer letter if relevant.
  • Holidays: closed on Vietnamese and Lao holidays – notably Boun Pi Mai (Lao New Year, mid-April) and Lao National Day on 2 December.
  • Central location: Quang Trung Street is busy – a taxi or ride-hailing car is easiest.
  • Same-day tourist visas: apply in the morning and you can usually collect in the afternoon; if you have a bus to Laos the same day, tell the officer when you apply.
  • Cash only (USD or VND) – cards are not accepted.
  • Bring a passport photo to glue onto the short form you fill in on site; staff speak English.

What foreigners most often need when they contact the Embassy of Laos

Typical tasks for Laos nationals in Vietnam, with the related Vietnamese-side procedure:

  • Lost passport: (1) police loss report; (2) emergency travel document or new passport from the Embassy of Laos; (3) a new visa or exit visa, since the old visa disappeared with the passport. Step 3 is part of the exit procedures for foreigners – Info Travel can prepare most of that paperwork for you.
  • Replacing an expiring passport: once the new passport is issued, transfer your visa or temporary residence card to it to avoid problems at the border.
  • Marriage, birth and employment files: single-status or marital-status certificates, birth certificates, police records and diplomas – normally legalised and given a notarised translation.
  • Signature certification on contracts or powers of attorney for use in Laos.
  • Registration and voting for long-term residents.

Help with Lao passports in Vietnam

We could not verify whether the Embassy of Laos in Hanoi issues or renews passports on the spot or forwards applications to Laos. If not done locally, citizens usually renew at home; after a loss, a return travel document may be issued.

Info Travel takes care of the Vietnamese side: police loss report, exit visa or new visa, transferring your visa or temporary residence card to a new passport, and a visa extension while you wait. We also translate, prepare photos and help you contact the embassy – within what the embassy permits.

Consular legalisation, consular certification (Ministry of Foreign Affairs stamp) and notarised translation

This is the part most foreigners find confusing. The rule of thumb: documents must be legalised unless a treaty between Vietnam and Laos exempts them. Vietnam has applied the Apostille Convention since 11 September 2026, but Laos is not a party, so legalisation still applies – see apostille vs consular legalisation.

a) From Laos to Vietnam

The usual route is certification by the competent Laos authority, then legalisation by the Vietnamese mission in Laos. The alternative: if the Embassy of Laos certifies documents (ask first) – certification there followed by legalisation at the Consular Department of Vietnam’s Ministry of Foreign Affairs in Hanoi or the HCMC Department of Foreign Affairs. Once legalised, get a notarised translation before filing with Vietnamese authorities.

b) From Vietnam to Laos

The Ministry of Foreign Affairs (Consular Department) or the HCMC Department of Foreign Affairs adds the consular certification stamp, then legalisation at the Embassy of Laos if it offers this service (confirm with the mission). A translation into a language accepted in Laos is usually required too.

Vietnam and Laos have a legal-assistance treaty, so some documents may be exempt from legalisation under it. Before starting, ask the receiving authority whether your document qualifies – Info Travel can check this for you.

Info Travel handles the whole chain: translation, notarisation, the Ministry/Department of Foreign Affairs stamp, and submitting and collecting files at the mission – see consular legalisation in Vietnam. Costs depend on the document type and page count; message us on WhatsApp +84327828822 for a quote.
