Consular services for Timorese citizens
The Embassy does not publish a list of consular services online. As with most missions, Timorese nationals contact it when they:
- lose a passport, or have one expire, and need a document to travel home;
- need a certificate (nationality, marital status, personal details) for Vietnamese authorities;
- face an emergency – an accident, detention, a crime, or difficulty reaching family;
- are scholarship students needing a letter or help with paperwork.
Which services are handled in Hanoi and which must be done in Dili should be confirmed directly with the Embassy by phone or email.
Before you go
- Call or email for an appointment – this is a small embassy and staff may be travelling.
- Google Maps labels the address “51 Hai Ba Trung”, but the pin sits on Nguyen Du Street; Hai Ba Trung is the old district name. Look for number 51 Nguyen Du.
- Bring your passport (or a copy and police report if it is lost), your Vietnamese visa or residence card and documents for your request.
- Timor-Leste’s official languages are Tetum and Portuguese; English is usually fine for first contact.
- The Embassy closes on Vietnamese and Timorese public holidays.
Why foreigners usually contact the Embassy
Lost passport. Report it to the police where it happened, then ask the Embassy for a replacement (new passport or travel document). Because your Vietnamese visa was in the lost passport, you then need a new visa or exit procedures with Vietnam Immigration.
Passport about to expire. Ask the Embassy how to renew; once you have the new passport, transfer your visa or temporary residence card. If you need more time in Vietnam, consider a visa extension or the Vietnam e-visa.
Study, work and marriage. Timorese degrees, police certificates and birth certificates used in Vietnam must be legalised and accompanied by a notarised translation. Those marrying a Vietnamese citizen need a certificate of marital status.
Getting a Timorese passport while in Vietnam
We could not verify whether the Embassy in Hanoi issues or renews Timorese passports itself. If it cannot, citizens normally apply through the passport authority in Dili or request an emergency travel document to return home. Call +84 24 6278 2972 for accurate instructions.
Info Travel handles the Vietnamese side: translations, document preparation and – once you have a new passport or travel document – visa or residence-card transfer, a new visa or an exit visa. Applicants usually attend the Embassy themselves; we help only within what the Embassy allows.
Consular legalisation, MOFA/DOFA certification and notarised translation
Timor-Leste does not appear in the HCCH status table of the Apostille Convention, so the traditional consular legalisation chain still applies between the two countries. Background: apostille vs consular legalisation.
a) Timorese documents for use in Vietnam: certification by Timor-Leste’s Ministry of Foreign Affairs, then legalisation by the Vietnamese mission accredited to Timor-Leste; or – if the Timorese Embassy in Hanoi certifies documents – certification there followed by legalisation at the Consular Department (MOFA, Hanoi) or the Ho Chi Minh City Department of Foreign Affairs. Finally, a notarised translation into Vietnamese. Exception: unless an international treaty exempts the document.
b) Vietnamese documents for use in Timor-Leste: consular certification at the Consular Department or HCMC DOFA, then legalisation at the Timorese Embassy in Hanoi (check first that it offers this), with a Portuguese or English translation as the receiving office requires.
Info Travel handles everything: translation, notarisation, MOFA/DOFA stamps, and submission and collection at the Embassy. See our consular legalisation service; quotes on WhatsApp +84327828822.
Vietnamese visas for Timorese citizens
Since Timor-Leste became ASEAN’s 11th member (2025), study and official exchanges between the two countries have grown. Timorese citizens can currently apply online for the Vietnam e-visa – valid for up to 90 days, single or multiple entry. Scholarship students need a study (DH) visa and may obtain a temporary residence card for longer programmes; workers need a work permit followed by a work visa or residence card. Before your visa expires, Info Travel can arrange a visa extension or a change of visa type where the rules allow.
Any visa-exemption arrangements for Timorese citizens may change; check before travelling or message Info Travel for advice.
