Consular services for Cambodian citizens

We have not verified the consulate’s official list of services. Cambodians in the south typically need help with:

  • a laissez-passer to return home after losing a passport;
  • guidance on Cambodian passport procedures;
  • confirmation of personal documents for work, study or marriage in Vietnam;
  • protection for Cambodian workers facing problems in southern provinces.

Please contact the consulate first to confirm the scope of services.

What to know before you go

  • Call first; the waiting area can be busy in the mornings.
  • Bring your Cambodian passport or ID, Vietnamese residence papers and photos.
  • Closed on Vietnamese and Cambodian holidays (Khmer New Year in mid-April, Pchum Ben…).
  • Phung Khac Khoan is a small street near Le Duan and Dinh Tien Hoang where car parking is hard; a motorbike taxi or cab is easier.
  • The Cambodian consulate does not issue Vietnamese e-visas; Cambodians visiting Vietnam briefly are generally visa-exempt.
  • Check the building: according to visitor feedback on Google Maps, the pin at 176 Dien Bien Phu is a trade office that does not take visa applications; the consular/visa office is nearby (about 200 m) – phone ahead so you do not end up at the wrong door.
  • Go early: the office opens fairly early (around 7:30) and takes a long lunch until 14:00; mornings are best.
  • Cambodian visas: visitors say a tourist visa can be issued within about an hour if you bring your passport and a photo; fees change, so ask first.
  • Staff may not speak much English or Vietnamese, and there is no car parking at the door – bring complete paperwork, write your request down and come by taxi or ride-hailing.

What foreigners usually need when they contact the Cambodian Consulate General

Info Travel sees the same handful of requests again and again from Cambodian citizens living, working or travelling in Vietnam:

  • Passport lost: the right order is (1) police report where it happened, (2) replacement document from the mission, (3) a new visa or exit visa at the Immigration Department, because the old visa disappeared with the passport. Details: exit procedures.
  • Renewing a passport while resident: once the new book is issued, have your visa or temporary residence card transferred so that your status matches your passport at the border.
  • Marriage, a child’s birth, a work permit: original documents from Cambodia must be legalised and turned into a notarised translation.
  • Signature certification and certified copies for use in Vietnam or back home.
  • Visa running out or overstay: sort out a visa extension before the deadline.

Help with Cambodian passports in Vietnam

We have not verified whether the Cambodian Consulate General in Ho Chi Minh City accepts passport applications. More commonly it issues a laissez-passer for citizens who have lost their passport so they can return home, while new passports are usually issued in Cambodia. Call to find out the current procedure.

Info Travel in Ho Chi Minh City can help prepare the police report, translate documents and guide you to the consulate, then obtain the exit visa or transfer your visa or residence card once you hold a new passport. We assist only within what the mission allows; you attend in person when required.

Consular legalisation, consular certification (Ministry of Foreign Affairs / HCMC Department of Foreign Affairs stamp) and notarised translation

This is the topic Cambodian clients ask Info Travel about most. The route depends on where a document was issued and where it will be used:

a) Documents issued in Cambodia for use in Vietnam

Police certificates, birth certificates, diplomas or certificates of no impediment must be authenticated by the competent authority in Cambodia and legalised by the Vietnamese embassy or consulate there, or, if the Cambodian Consulate General certifies documents (ask first), certified there and then legalised at the Consular Department of the Ministry of Foreign Affairs in Hanoi or the Ho Chi Minh City Department of Foreign Affairs. A Vietnamese notarised translation is then required. Legalisation can only be skipped where there is a clear legal basis – unless exempted under an international treaty between Vietnam and Cambodia or on a reciprocity basis.

b) Vietnamese documents for use in Cambodia

Vietnamese documents (marriage certificates, degrees, court decisions, contracts…) first receive consular certification at the Consular Department in Hanoi or the HCMC Department of Foreign Affairs, and then legalised by the Cambodian mission (check in advance whether the Cambodian Consulate General accepts that type of document), together with a translation into the language the Cambodian authority requires.

Info Travel handles the whole chain: translation, notarisation, the Ministry/Department of Foreign Affairs stamp, and submission and collection at the mission. See our consular legalisation service. Fees and timing are quoted on WhatsApp +84327828822, as they depend on the number and type of documents.
