Consular services for Lao citizens
In the south, Lao citizens are mostly university students in HCMC and Can Tho, plus workers and business people. Common matters (ask the consulate which are handled on site):
- Travel documents after a passport loss.
- Guidance and intake for passport applications.
- Confirmation letters for students and workers; identity confirmation.
- Civil status and protection of citizens.
- Lao visas for foreigners and for Vietnamese on long-term assignments.
Before you visit
- Come early in the morning: the morning session ends at 11:30 and the counter may stop taking files before then.
- Bring your passport or a copy plus the police loss report; students bring their student card.
- Closures: Vietnamese and Lao holidays (Boun Pi Mai in mid-April, Lao National Day on 2 December).
- Pasteur Street is one-way – a taxi with a clear drop-off point is easiest.
- Fast Lao visas: you can choose same-day issue (slightly higher fee) or next-day collection at the standard fee.
- Pay in cash and bring a passport photo; mornings are usually quiet and the process takes around half an hour.
- Lao citizens should call first to ask about reception times and the documents needed for their procedure.
What foreigners most often need when they contact the Consulate General of Laos
Most Laos nationals get in touch with their mission for one of the reasons below. Each one also has a Vietnamese-side step with the immigration authorities – that is the part Info Travel handles directly.
- Lost or stolen passport: report the loss to the local police and get a written confirmation; take it to the Consulate General of Laos for an emergency travel document or a new passport; then, because your visa or entry stamp was in the old passport, apply for a new visa or complete the exit procedures for foreigners before leaving Vietnam.
- Passport about to expire: get a new passport, then transfer your valid visa or temporary residence card to it. If your permitted stay is also ending, a visa extension can be arranged at the same time.
- Marriage, birth registration or a work permit in Vietnam: certificates of marital status, birth certificates and criminal records usually need legalisation and a notarised Vietnamese translation.
- Signature certification: for powers of attorney, property or bank matters back in Laos.
- Voting and registration as a citizen living abroad.
Help with Lao passports in Vietnam
Whether the Consulate General of Laos in Ho Chi Minh City issues or renews passports on site is not verified. If not, applications may go through the embassy in Hanoi or be made in Laos; after a loss, a return travel document is the usual route.
Info Travel handles the Vietnamese steps: police loss report, new visa or exit visa, transferring your visa or temporary residence card to a new passport, and a visa extension if you need more time. Our office at 152–154 Vo Van Kiet is convenient for HCMC residents – all help stays within what the consulate permits.
Consular legalisation, consular certification (Ministry of Foreign Affairs stamp) and notarised translation
To use documents across borders between Laos and Vietnam you need a chain of confirmations – unless an international treaty provides an exemption.
- Laos documents for use in Vietnam: certified by the competent authority in Laos and legalised by the Vietnamese mission there; or – if the Consulate General of Laos certifies documents (ask first) – certification there followed by legalisation at the Consular Department of Vietnam’s Ministry of Foreign Affairs in Hanoi or the HCMC Department of Foreign Affairs. Then translate into Vietnamese and have the translation notarised.
- Vietnamese documents for use in Laos: consular certification at the Consular Department or the HCMC Department of Foreign Affairs, then legalisation at the Consulate General of Laos if it offers this service (confirm with the mission); translation as required.
Vietnam and Laos have a legal-assistance treaty, so some documents may be exempt from legalisation under it. Before starting, ask the receiving authority whether your document qualifies – Info Travel can check this for you.
Note: Vietnam has applied the Apostille Convention since 11 September 2026, but Laos is not a party, so documents between the two countries still go through certification and legalisation (or are exempt where a treaty between them so provides).
Info Travel handles the whole chain: translation, notarisation, the Ministry/Department of Foreign Affairs stamp, and submitting and collecting files at the mission – see consular legalisation in Vietnam. Costs depend on the document type and page count; message us on WhatsApp +84327828822 for a quote.
Other Lao missions in Vietnam
Laos is one of the few countries with three missions in Vietnam:
- Embassy of Laos in Hanoi – 40 Quang Trung, Hanoi.
- Consulate General of Laos in Da Nang – Tran Quy Cap Street, Da Nang.
