Address note: the embassy’s own “Embassy” page gives 66 To Ngoc Van, but Google Maps (and the website footer) still place the embassy at 90/D5, Lane 677 Lac Long Quan, Tay Ho. The switchboard number and opening hours on Google Maps match the embassy’s. Because the two sources still differ, call or email to confirm the address before you travel.

Consular services for Belarusian citizens

The embassy website publishes the consular section’s reception days and its own email address but does not list the full range of services. In general, Belarusian missions abroad are where Belarusian citizens turn for:

  • travel documents after a passport is lost abroad, and other passport questions;
  • registration of citizens living in Vietnam;
  • civil status: births, marriages and deaths that occur in Vietnam;
  • signature certification, powers of attorney and document legalisation;
  • consular protection after an accident, arrest or other emergency.

Confirm the exact scope and requirements of each service with the consular section at vn.consul@mfa.gov.by or +84 24 3719 7126.

What to know before you go

  • Pick the right day: the consular section only receives visitors on Monday, Wednesday and Friday – turn up on a Tuesday or Thursday and you will be sent away.
  • Call or email first to check what to bring and to confirm the address (see the note above).
  • Bring your passport (or a copy plus the police loss report), photos, and a copy of your Vietnamese visa or residence card.
  • The embassy closes on Vietnamese and Belarusian public holidays.
  • Parking in the narrow lanes of Tay Ho is difficult; a taxi or ride-hailing car is easier.
  • Watch the map pin: Google Maps also has an old pin labelled as the Belarusian embassy in a different area, where visitors found nothing – navigate to the address the embassy confirms rather than to that pin.
  • Phones are not always answered: some visitors say the switchboard is hard to reach, so email vn.consul@mfa.gov.by as well and keep the reply.
  • Lost passport: past visitors report that consular staff went out of their way to help replace documents; bring the police loss report and any passport copies you have to speed things up.

What foreigners usually need when they contact the Embassy of Belarus

Most Belarusian nationals get in touch with their mission for one of the reasons below. Each one usually has a matching step on the Vietnamese side, handled by the Immigration Department.

  • Lost or stolen passport: report it to the local ward police and get a confirmation, then ask the mission for an emergency travel document or a new passport. Because your Vietnamese visa was in the old passport, you also need a new visa or an exit visa from Vietnam Immigration before you can leave – see exit procedures.
  • Passport about to expire: renew it, then transfer your visa or temporary residence card to the new passport; combine this with a visa extension if your stay is running out.
  • Marriage, birth registration, work permit: you will need certificates of marital status, criminal record checks or diplomas issued in Belarus, legalised and translated.
  • Signature notarisation and powers of attorney for property, bank or family matters.
  • Citizen registration and overseas voting, so the mission can reach you in an emergency.

Help with Belarusian passports in Vietnam

The pages of the Belarusian Embassy website we were able to access do not say whether new Belarusian passports can be applied for and issued entirely in Vietnam. Before you gather documents, ask the consular section whether applications are accepted in Hanoi, how long they take, or whether you must apply in Belarus. If your passport is lost and you need to travel home urgently, the usual solution is a temporary travel document issued by the mission.

Whichever route applies, Info Travel can help with booking, forms, compliant photos and translations, and can guide or accompany you to the embassy. Once you hold the new document, we take care of the Vietnamese side: transferring your visa or residence card, or arranging an exit visa or a new visa. Applicants normally have to attend in person for biometrics (fingerprints, photo), and Info Travel only assists within what the embassy allows.

Apostille, consular legalisation, consular certification (Ministry of Foreign Affairs / HCMC Department of Foreign Affairs stamp) and notarised translation

Vietnam has joined the Hague Apostille Convention: its instrument of accession was deposited on 31 December 2025 and the Convention entered into force for Vietnam on 11 September 2026. Belarus is a party and did not object to Vietnam’s accession, so public documents moving between the two countries now follow the apostille route – far simpler than the old legalisation chain (background: apostille vs consular legalisation).

a) Documents issued in Belarus for use in Vietnam

Main route: obtain an apostille from the competent authority in Belarus for public documents such as police certificates, birth certificates, diplomas or certificates of marital status. An apostilled document no longer needs legalisation by a Vietnamese embassy or by the Consular Department; you only need a Vietnamese notarised translation before submitting it to the Vietnamese authority.

Consular legalisation remains the fallback – for documents outside the Convention (for example documents executed by diplomatic or consular agents, or administrative documents dealing directly with commercial or customs operations) or where the receiving office still insists: legalisation at the Vietnamese mission in Belarus, or certification by the Belarusian Embassy (where it handles that document) followed by legalisation at the Consular Department in Hanoi or the HCMC Department of Foreign Affairs, unless exempted under an international treaty.

b) Vietnamese documents for use in Belarus

The Consular Department of the Ministry of Foreign Affairs (Hanoi) and the HCMC Department of Foreign Affairs are Vietnam’s apostille authorities. Vietnamese documents (marriage certificates, degrees, court decisions, notarised documents…) apostilled there can be used in Belarus without legalisation at the Belarusian Embassy; add a translation into the language the authority in Belarus requires. The old chain – consular certification followed by legalisation at the Belarusian Embassy – is only needed for documents outside the apostille system.

Because the new rules only apply from September 2026, check with the receiving authority before you start so nothing has to be redone. Info Travel handles the whole process: translation, notarisation, the apostille or the Ministry/Department of Foreign Affairs stamp, and – where still needed – submission and collection at the mission. See our consular legalisation service; fees and timing are quoted on WhatsApp +84327828822.
