Vietnam Immigration Department: Offices, Powers and How to File

The Vietnam Immigration Department (Cục Quản lý xuất nhập cảnh, department code A08) sits under the Ministry of Public Security. It approves entry for foreigners, issues visas, temporary and permanent residence cards, runs the e-visa system and the temporary residence declaration portal, and issues passports to Vietnamese citizens.

After the 2025 provincial merger

Vietnam has had 34 provinces and cities since 1 July 2025. The department powers did not change, but provincial files follow the new province — see where to file after the merger.

Three practical rules

  1. Form NA16 comes first. Until the company seal and signature are registered, nothing it signs is accepted.
  2. Use the 2026 templates. Since 1 July 2026 the forms issued with Circular 70/2026/TT-BCA apply — see the form list.
  3. File 10–15 days early so there is room to supplement documents before status expires.
