Under Decree 219/2025/ND-CP a Vietnam work permit can be reissued when a still-valid permit is lost or damaged, or when your name, nationality, passport number or the employer’s name (without a change of its identification code) changes. The file is short and the authority decides within 3 working days; the reissued permit only runs for the time left on the original. Info Travel handles work permit reissue end to end – contact us on WhatsApp +84327828822.
Many foreigners renew their passport, lose a wallet or see their company renamed without realising the work permit must be reissued so that its details match. Decree 219/2025/ND-CP (in force since 7 August 2025, replacing Decrees 152/2020 and 70/2023) simplified the procedure. Here are the cases, documents and steps as of 2026.
When can a work permit be reissued?
Article 23 of Decree 219 lists two groups:
- A valid permit that is lost or damaged beyond use.
- A change to details on a valid permit: full name, nationality, passport number, or the employer’s name where the employer’s identification code stays the same.
The permit must still be valid. An expired permit cannot be reissued; you need a new one.
When you need a new permit or an extension instead
| Situation | Correct procedure |
|---|---|
| Moving to another company | New permit (shorter dossier under Article 20 if same position and field) |
| New position or work arrangement with the same employer | New permit under Article 20(2) |
| New work location | No longer a reissue case; current guidance says a new permit is needed – confirm with the receiving authority |
| Permit about to expire | Extension (file 10 to 45 days before expiry) |
| Company renamed with a new identification code | Not a reissue case – get specific advice |
If you are switching jobs, see changing employer: work permit and TRC.
Documents
Article 24 of Decree 219 requires:
- The employer’s application for reissue (Form No. 03 in the decree’s appendix);
- Two 4 x 6 cm colour photos, white background, facing forward, head uncovered, no glasses;
- Proof of the change (e.g. new passport, name or nationality change documents, company renaming documents) where details changed;
- The valid permit itself, unless it was lost.
According to current guidance, a lost permit no longer needs a confirmation from the commune police or a foreign authority, as the old rules required. The reissue file does not list a health certificate or criminal record certificate. Foreign-issued supporting papers normally need consular legalisation and a notarised translation unless exempt.
Where and how to file, and processing time
Under Article 25 of Decree 219:
- Applicant: the employer.
- Where: the Public Administrative Service Centre of the province where you work, which forwards the file to the competent authority (the Department of Home Affairs or the delegated body).
- How: online via the National Public Service Portal, in person, by post or through an authorised representative.
- Time: 3 working days from receipt of a complete file. A refusal must be given in writing with reasons.
How long is the reissued permit valid?
Article 26 says the reissued permit runs for the original term minus the time already worked up to the reissue request. Reissue does not extend your permit. If it is close to expiry, an extension (allowed once, for up to 2 years) may make more sense.
Afterwards: update your residence card too
A new passport or changed personal details may also require an updated residence card, since the card shows your passport number. If your card is lost, damaged or wrong, see replacing a lost or damaged residence card. Update your temporary residence declaration on the nationwide system tbltkbtt.bocongan.gov.vn (in use since 21 May 2026) – see temporary residence declaration.
Working on an expired or invalid permit can be penalised – see fines for working without a work permit.
