Consular services for Romanian citizens
The embassy website blocks automated access, so we could not verify the Hanoi-specific list. Romania’s online consular portal “Ghişeul Consular Online” (econsulat.ro) sets out the service groups offered by Romanian consular posts abroad:
- travel documents: electronic passports, temporary passports, travel titles (titlu de călătorie), first identity cards;
- civil status: registration of births, marriages and deaths; transcription of foreign civil-status certificates;
- notarial acts: powers of attorney, declarations, certified copies, translations;
- records from Romania: civil-status duplicates, multilingual extracts, criminal record certificates, CNP personal numbers;
- citizenship and other services.
Not every post offers every service – ask the embassy what can be done in Hanoi. Visitors report that the embassy also serves as a polling station for Romanian voters and that voting is quick and easy.
What to know before you visit
- Note the lunch break from 12:00 to 14:00; come in the morning if you are submitting documents.
- Phone first – reviewers describe staff who answer the phone as friendly and helpful.
- Check econsulat.ro to see whether you can file a request online or book ahead.
- Bring your Romanian passport or ID card, Vietnamese visa or residence card, originals and copies.
- The embassy closes on Vietnamese and Romanian holidays (e.g. National Day on 1 December, Orthodox Easter).
What foreigners typically need help with
Lost passport. Get a police confirmation from the ward police, then ask the embassy for a travel title or temporary passport. Your Vietnamese visa disappeared with the passport, so you need a new visa or exit procedures with Vietnam Immigration.
Expired passport. With a new passport, your visa or temporary residence card must be transferred. While waiting, arrange a visa extension or an e-visa.
Marriage and births. Romanians marrying in Vietnam need a Romanian marital-status certificate (apostille plus notarised translation), and the Vietnamese marriage certificate should then be transcribed into the Romanian register. Children born in Vietnam also need their birth transcribed to get a CNP and a passport.
Romanian criminal record for a work permit. It can be requested through consular channels or in Romania; the apostilled certificate must be translated and notarised before you file a work-permit application.
Powers of attorney. Powers of attorney for property sales or inheritance in Romania are commonly drawn up at the consular post.
Help with Romanian passports in Vietnam
econsulat.ro lists electronic and temporary passports among consular services, but we could not verify whether the Hanoi embassy has a biometric station for e-passport applications. Ask the embassy first; if Hanoi does not accept them, the alternative is applying in Romania or at another mission, while urgent cases may be covered by a temporary passport or travel title.
Info Travel helps with file preparation, photos and translations of Vietnamese supporting documents; after you receive your new passport, we transfer your visa or TRC, arrange a new visa or handle exit procedures. You attend in person for fingerprints; we assist only within what the embassy permits.
Consular legalisation, MOFA/DOFA certification and certified translation
Romania has been party to the Apostille Convention since 2001. Vietnam acceded on 31 December 2025, with the Convention in force for Vietnam from 11 September 2026 (HCCH status table), and Romania did not object. The apostille now replaces consular legalisation. See apostille vs consular legalisation.
a) Romanian documents for use in Vietnam: apostille from the competent Romanian authority (depending on the document: the Prefecture, a court or the Chamber of Notaries), then a notarised Vietnamese translation. Fallback: legalisation at the Vietnamese embassy in Bucharest, or certification by the Romanian Embassy in Hanoi (if offered) followed by legalisation at the Consular Department (MOFA) or the HCMC Department of Foreign Affairs – unless exempted under an international treaty.
b) Vietnamese documents for use in Romania: apostille at the Consular Department or the HCMC Department of Foreign Affairs, then a Romanian translation by an authorised translator as Romanian authorities require.
Info Travel runs the full chain: translation, notarisation, apostille or MOFA stamp, and embassy submission/collection when needed. See our consular legalisation service; quotes on WhatsApp.
