Consular services for Russian citizens
The Consular Section is the main point of contact for Russians living, working or holidaying in northern Vietnam. Typical matters include:
- Help in emergencies – lost documents, accidents, arrest, contacting family.
- A travel document to return to Russia when a passport is lost.
- Notarial and civil-status matters for Russian citizens – the exact list is shown when you book online.
- Russian visas for Vietnamese citizens and foreigners resident in Vietnam.
Because we could not check the official service list, look at the service categories on the booking site before you prepare your file.
What to know before you go
- Book a slot online first; reception runs in the morning only, so an afternoon walk-in is pointless.
- Thursday is normally not a reception day – plan around it.
- Bring your original Russian passport (or substitute ID) and the originals of all supporting papers.
- Visitors describe the visa waiting area as dated and cramped, but the staff as helpful; the embassy has even assisted stranded citizens out of hours with flight problems.
- The embassy closes on Vietnamese public holidays and Russian ones (e.g. Russia Day on 12 June, Unity Day on 4 November, the New Year holidays).
- Phone ahead to confirm, particularly around holidays.
Common reasons foreigners contact their embassy in Vietnam
Lost or stolen passport: first get a loss report from the local ward police. Then contact the embassy for a travel document or new passport. Your Vietnamese visa was in the lost passport, so you will need a new visa or an exit permit from Vietnam Immigration before flying – see our guide to exit procedures for foreigners.
Passport about to expire: renew in good time, then transfer your visa or temporary residence card into the new passport. If your stay runs out first, a visa extension can bridge the gap.
Marriage, birth registration, work permits: Vietnamese authorities usually ask for Russian certificates (marital status, birth, criminal record) with an apostille and a notarised Vietnamese translation.
Powers of attorney and signatures: documents for use in Russia (property, banking) often need consular notarisation – ask when booking.

Help with a Russian passport in Vietnam
We could not confirm from an official source which passport applications the embassy in Hanoi accepts, so we do not state it here. Check the passport category in the booking system or ask the consular section. If it cannot be done in Vietnam, the options are applying in Russia or, in an emergency, obtaining a travel document to return home. Biometric passport applications always require the applicant in person.
Info Travel does not replace the embassy, but we handle the Vietnamese side: forms, photos, translations, booking guidance, and after the new passport is issued the visa/TRC transfer, visa extension or exit formalities – always within what the embassy permits.
Consular legalisation, MOFA certification and notarised translation
Russia has been party to the Apostille Convention since 1992, and the Convention applies to Vietnam from 11 September 2026, so an apostille is now the main route for public documents between the two countries.
a) Russian documents for use in Vietnam: obtain an apostille from the competent Russian authority (for example the civil registry ZAGS or the Ministry of Justice, depending on the document), then get a notarised Vietnamese translation. Where an apostille is not available or the receiving office asks for it, legalisation through the Vietnamese Embassy in Russia remains possible. Unless exempted under an international treaty, the document needs an apostille or legalisation.
b) Vietnamese documents for use in Russia: get an apostille from the Consular Department of the Ministry of Foreign Affairs (Hanoi) or the HCMC Department of Foreign Affairs, plus a Russian translation. Consular legalisation is only needed if the Russian side asks for it.
Info Travel runs the whole chain – Russian–Vietnamese translation, notarisation, apostille or MOFA stamp, submission and collection. See consular legalisation in Vietnam and apostille vs consular legalisation; ask for a quote on WhatsApp.
