Consular services for Bulgarian citizens
According to Bulgaria’s Ministry of Foreign Affairs, its missions abroad – including the embassy in Hanoi – provide:
- Applications for Bulgarian identity documents: passport, identity card, driving licence;
- Temporary passports when a passport is damaged, lost or stolen; EU Emergency Travel Documents for EU citizens where applicable;
- Civil status: the mission acts as civil registrar and issues birth, marriage and death certificates;
- Certification of signatures, document contents and copies;
- Notarial wills.
What to know before you go
- Come in the morning (9:00–12:00); in the afternoon the consular office only answers the phone.
- Email Consular.Hanoi@mfa.bg beforehand for document requirements, especially for civil status matters.
- Bring your Bulgarian ID card or passport, your Vietnamese residence papers and originals of anything to be certified.
- The embassy closes on Vietnamese and Bulgarian holidays (such as 3 March, Liberation Day).
- Bulgaria’s Foreign Ministry gives No. 5, Lane 294 Kim Ma, while Google Maps shows 5 Nui Truc in the Van Phuc Diplomatic Compound – it is the same area, so either works for a ride-hailing app.
- Come early and expect to wait: visitors report that appointment times are not always kept, people may wait outside the gate and are sometimes asked to return the next day; there is no ticket-number system.
- Language: the gate guards are friendly, but not every staff member speaks fluent English – bring written questions in English or Bulgarian and copies of your documents.
- Email: some people were bounced between several addresses; write directly to Consular.Hanoi@mfa.bg, state your request in the subject line and keep the whole thread.
- Bulgarian visa applicants (type C or D) must attend for biometrics; some refused applicants say they received no formal refusal letter, so ask for the reasons in writing.
What foreigners usually need when they contact the Bulgarian Embassy
These are the real-life situations that bring Bulgarian nationals to their mission, together with the extra step you need on the Vietnamese side:
- Passport missing: police confirmation → emergency travel document or new passport → exit visa or new visa from Immigration (the old visa is gone with the old passport). See exit procedures.
- Passport renewal: when the new passport arrives, move your visa or temporary residence card into it.
- Civil status and employment papers: single-status certificates for marriage, birth certificates, diplomas and police checks for work permits all need legalisation and a notarised translation.
- Signature notarisation on contracts and powers of attorney.
- Citizen registration and voting according to Bulgaria’s rules.
New arrivals can check the Vietnam e-visa guide; long-stayers should read about visa extension.
As Bulgaria is an EU member, citizens of other EU countries without representation in Vietnam may in some cases receive an EU Emergency Travel Document – ask the embassy.
Help with Bulgarian passports in Vietnam
The Bulgarian Embassy in Hanoi accepts applications for Bulgarian passports and identity cards; the documents are generally produced in Bulgaria and sent back to the embassy. If a passport is lost, damaged or stolen, you can apply for a temporary passport to travel. You must attend in person for fingerprints and photo.
Info Travel can book your appointment, prepare forms and photos, translate any Vietnamese supporting papers and guide or accompany you to Lane 294 Kim Ma. When the new passport arrives we transfer your visa or residence card; if you travel on a temporary passport we obtain the exit visa. We assist only within what the embassy allows.
Apostille, consular legalisation, consular certification (Ministry of Foreign Affairs / HCMC Department of Foreign Affairs stamp) and notarised translation
Since 11 September 2026 the Hague Apostille Convention has applied to Vietnam (accession deposited on 31 December 2025). As Bulgaria is a Convention party and raised no objection to Vietnam’s accession, most public documents between the two countries now need a single apostille instead of several legalisation steps (apostille vs consular legalisation).
a) Documents issued in Bulgaria for use in Vietnam
Main route: obtain an apostille from the competent authority in Bulgaria (usually the Ministry of Foreign Affairs or the Ministry of Justice, depending on the document) for public documents such as birth and marriage certificates, police certificates or diplomas. An apostilled document no longer needs legalisation by a Vietnamese embassy or by the Consular Department; you only need a Vietnamese notarised translation before submitting it to the Vietnamese authority.
Consular legalisation remains the fallback – for documents outside the Convention (for example documents executed by diplomatic or consular agents, or administrative documents dealing directly with commercial or customs operations) or where the receiving office still insists: legalisation at the Vietnamese mission in Bulgaria, or certification by the Bulgarian Embassy (where it handles that document) followed by legalisation at the Consular Department in Hanoi or the HCMC Department of Foreign Affairs, unless exempted under an international treaty.
b) Vietnamese documents for use in Bulgaria
The Consular Department of the Ministry of Foreign Affairs (Hanoi) and the HCMC Department of Foreign Affairs are Vietnam’s apostille authorities. Vietnamese documents (marriage and birth certificates, degrees, certified powers of attorney…) apostilled there can be used in Bulgaria without legalisation at the Bulgarian Embassy; add a translation into the language the authority in Bulgaria requires. The old chain – consular certification followed by legalisation at the Bulgarian Embassy – is only needed for documents outside the apostille system.
As apostilles are new for Vietnam, some offices may still ask about old-style legalisation – confirm requirements before you submit. Info Travel takes care of translation, notarisation, apostilles or consular certification at the Ministry/Department of Foreign Affairs, and legalisation at the mission when it is still required.
