Consular services for U.S. citizens
The ACS unit in Ho Chi Minh City serves the many U.S. citizens living in or visiting the south, including a large Vietnamese-American community. Main services:
- U.S. passports: new, renewal, replacement of lost or stolen passports and emergency passports.
- CRBA for children of U.S. citizens born in Vietnam, together with a first passport.
- Notarials: acknowledging signatures on powers of attorney, affidavits, and property or banking documents for use in the U.S.
- Emergency help: hospitalisation, arrest, crime victims, deaths abroad and repatriation loans.
The Consulate General cannot authenticate U.S.-issued documents and does not deal with Vietnamese visas.
Before you go
- No appointment, no entry – the gate guards cannot book slots on the spot. Book through USTravelDocs; for emergencies use the ACS inquiry form and explain why.
- Do not travel in late in the day or on U.S. holidays (such as Thanksgiving) without calling first: people have arrived after long bus journeys to find the office closed. Call +84 28 3520 4200 to confirm.
- The phone line can involve long waits, and staff only advise on consular matters – questions about immigration cases (for example K-1 fiancé visas) go through the visa channel or USCIS, not the ACS counter.
- Security screening is thorough: bring as little as possible, no large bags; companions without an appointment usually wait outside.
- Le Duan has several diplomatic buildings (the British Consulate General is at number 25) – make sure you go to number 4.
Why foreigners usually contact the Consulate General
Passport lost in the south. Report it to the local police and request an urgent ACS appointment for a replacement. Because your Vietnamese visa was in the lost passport, you need a new visa or exit procedures at the immigration office before flying.
Passport expiring while living in Ho Chi Minh City. Renew at the Consulate General, then transfer your long-term visa or temporary residence card to the new passport. Vietnamese-Americans may look into a visa-exemption certificate; others use the Vietnam e-visa or a visa extension.
Marriage, children and work. Sworn statements of marital status notarised by ACS; degrees and FBI checks apostilled in the U.S. plus a notarised translation; for children born in Vietnam, a CRBA and passport followed by a visa or residence card.
Getting a U.S. passport while in Vietnam
The Consulate General accepts passport applications by appointment; applicants – especially children – usually attend in person, with both parents or a notarised consent form. Waiting times for a slot can stretch to several weeks at peak periods (summer, Tet).
Info Travel helps with booking, checking the file, photos and translations of Vietnamese supporting documents; once the new passport is issued we transfer your visa or residence card, obtain a new visa or arrange exit procedures. We assist only within what the Consulate General permits and do not represent applicants at the counter.
Consular legalisation, MOFA/DOFA certification and notarised translation
From 11 September 2026 the Apostille Convention applies between Vietnam and the United States (a party since 1981, with no objection to Vietnam’s accession). Consular legalisation becomes a fallback only. See: apostille vs consular legalisation.
a) U.S. documents for use in Vietnam: apostille from the Secretary of State of the issuing state, or from the U.S. Department of State for federal documents; then a notarised translation in Ho Chi Minh City. The old route (authentication in the U.S. and legalisation at a Vietnamese embassy or consulate in the U.S.) is used only if a receiving office insists – unless an international treaty exempts the document.
b) Vietnamese documents for use in the U.S.: apostille from the Ho Chi Minh City Department of Foreign Affairs or the Consular Department of MOFA, with an English translation – common for family-sponsored immigration and study files.
Info Travel provides the whole service – translation, notarisation, filing and collecting the apostille or certification at the Department of Foreign Affairs. Details: consular legalisation service; quotes on WhatsApp +84327828822.
