Main consular services
The Embassy of Vietnam in Timor-Leste provides consular services to two main groups:
- Vietnamese citizens: issuing, renewing and replacing passports; civil status registration (births, marriages, deaths and recording events registered locally); nationality procedures; certification, legalisation and attestation of documents; citizen protection in case of accidents, lost documents or detention.
- Foreign nationals: Vietnamese visas and legalisation of documents for use in Vietnam. Today most tourists and short-term business travellers apply for an e-visa online at evisa.gov.vn without visiting the mission; visas stamped at the mission are mainly for diplomatic or official passports, or for applicants who already hold an entry approval letter.
A resident embassy in Dili means Vietnamese nationals working or doing business in Timor-Leste, and Timorese citizens travelling to Vietnam, can now get direct support instead of going through a mission in another country.
Do Timorese citizens need a visa for Vietnam?
Timor-Leste is not currently on our Vietnam visa exemption list, so Timorese citizens should arrange a visa before travelling. The most common option is an e-visa at evisa.gov.vn, valid for up to 90 days with single or multiple entry (government fee USD 25 single entry, USD 50 multiple entry); see our e-visa application guide. Exemption policies can change, so confirm with the embassy before you travel.
Legalising documents from Timor-Leste for use in Vietnam
Vietnam has joined the Apostille Convention (in force since 11 September 2026), but the Hague Conference status table does not list Timor-Leste as a party. Documents issued in Timor-Leste (degrees, police clearance for work permits, marriage documents, etc.) therefore generally need consular legalisation: authentication by Timor-Leste’s Ministry of Foreign Affairs, then legalisation at the Vietnamese embassy in Dili, followed by a notarised Vietnamese translation. Check the exact requirements with the receiving authority in Vietnam first.
See our consular legalisation service and work permit service.
