Main consular services

For Vietnamese citizens

  • Issuing, renewing and replacing passports; travel documents for returning home after a passport is lost.
  • Civil status: registration of births, marriages and deaths, and recording of events registered in the Philippines.
  • Nationality matters: confirmation, acquisition, restoration or renunciation of Vietnamese nationality.
  • Consular certification and legalisation, plus some certified copies and signature attestations.
  • Citizen protection: assistance for Vietnamese fishermen, seafarers, workers and tourists who run into trouble in the Philippines. MOFA citizen protection hotline: +84 981 84 84 84.

For foreigners

Filipino citizens and foreign residents of the Philippines can contact the embassy about visas and document legalisation. Most tourists and short-term business travellers now apply online for an e-visa at evisa.gov.vn (up to 90 days, single or multiple entry) without visiting the embassy. Visas stamped at the mission are mainly for diplomatic or official passports, or for travellers who already hold an entry approval sponsored by an organisation or company in Vietnam.

Do Filipino citizens need a visa for Vietnam?

Not for short stays. Under an ASEAN bilateral agreement, Filipino citizens with ordinary passports are visa-exempt for up to 21 days. For longer stays, work or study you need an e-visa (up to 90 days, government fee USD 25 single, USD 50 multiple entry) or a visa matching your purpose. Legalising documents from the Philippines for use in Vietnam

Many Filipino English teachers and professionals working in Vietnam need their degrees and police clearance (NBI clearance) authenticated for work permit applications.

The Philippines is a party to the Apostille Convention, and Vietnam’s accession to the Convention entered into force for Vietnam on 11 September 2026 (HCCH status table). For public documents issued in the Philippines, the preferred route is now:

  1. Obtain an apostille from the competent authority in the Philippines (degree, police clearance, marriage certificate, etc.).
  2. Have the document translated into Vietnamese and the translation notarised in Vietnam.
  3. Submit it to the Vietnamese authority handling your case (work permit, marriage registration, etc.).

For Vietnamese documents used in the Philippines, apostilles are issued by the Consular Department of the Ministry of Foreign Affairs or the Ho Chi Minh City Department of Foreign Affairs. Because the change is recent, some offices may still ask for traditional consular legalisation (foreign ministry certification followed by legalisation at the Vietnamese embassy), so confirm with the receiving authority first.

Info Travel handles consular legalisation and notarised translation in Vietnam and can then take care of your Vietnam work permit once the documents are in order.

FAQ

What are the embassy’s opening hours?

The MOFA portal does not publish this mission’s opening hours. Check the “Lịch làm việc” (working schedule) section of the official website or call ahead, especially around local and Vietnamese public holidays.

Do I need an appointment?

The MOFA portal does not mention appointments. Call +63 2 5252843 (ext. 101) before visiting to confirm the procedure and documents required.

Which visa should a Filipino teacher get to work in Vietnam?

Do not use the 21-day exemption for work. The school or language centre in Vietnam should sponsor a work visa (LD) and work permit; before that you need your degree and police clearance apostilled or legalised.
