- New and replacement ordinary passports; travel documents for returning home after a passport is lost.
- Civil status: registration of births, marriages and deaths, and recording of events registered locally.
- Nationality procedures: confirmation, renunciation or restoration of Vietnamese nationality.
- Consular certification and legalisation; certified copies, signature attestation and powers of attorney.

For foreigners

- Legalisation of documents issued in Romania for use in Vietnam when the Apostille route is not used.
Do Romanian citizens need a visa for Vietnam?
Citizens of Romania enjoy a unilateral visa exemption of up to 45 days under Resolution 229/NQ-CP, valid from 15 August 2025 to 14 August 2028, for tourism. If you plan to stay longer than 45 days, travel for business or work or need multiple entries, apply for an e-visa at evisa.gov.vn, valid for up to 90 days; the fee is USD 25 (single) or USD 50 (multiple entry). See details in our Vietnam visa exemption list 2026 guide.
Legalising documents from Romania for use in Vietnam
Vietnam has acceded to the 1961 Apostille Convention, which entered into force for Vietnam on 11 September 2026. Romania is a party to the Convention and, according to the HCCH status table, did not object to Vietnam’s accession. Public documents from Romania can be apostilled in Romania, then translated with a notarised Vietnamese translation in Vietnam. As practice is still new, check with the receiving authority first; if it does not accept apostilles yet, use consular legalisation through the Embassy of Vietnam in Romania.
- Degrees and professional certificates: needed for a work permit.
- Criminal record certificates: a required part of a work permit file.
- Birth and marriage certificates: used for marriage registration, a child’s birth registration, or a family residence card.
See our consular legalisation service and Vietnam work permit service to prepare the right documents from the start.

FAQ
What are the opening hours of the Embassy of Vietnam in Romania?
The MOFA portal does not publish opening hours for this embassy. Check the official website or call before visiting.
Do I need an appointment?
It is best to contact the embassy by phone or email first to confirm the documents required and reception times, especially for passports, civil status and legalisation.
Should I apply at the embassy or get an e-visa?
For ordinary tourism and business trips, the e-visa at evisa.gov.vn is the fastest option because you do not have to visit the embassy. An embassy visa suits diplomatic or official passports, or travellers who already hold an approved approval letter.
